FROM: Mike Payne, City Engineer SUBJECT: Consideration and action to award contract for Bid Schedule “C” - 2016: C2016-11 BTC Water Main Extension Relates to Strategic Plan
Strategic Goal - Infrastructure This contract supports the City’s efforts to efficiently provide municipal utilities. Executive Summary Blackhawk Technical College (BTC) has requested that the City extend a water main to the
main campus located on CTH G south of STH 11. BTC will be borrowing the funds to pay the City for the extension after each phase has been completed. A BTC funding commitment letter is attached to this memo. The first phase will begin in 2016 by constructing a water main from
the existing main on USH 51 near the airport south to the campus and the second phase will begin in 2017 by constructing a water main along CTH G north to connect with existing water main adjacent to the Dollar General property. This project also includes the extension of water and sewer under USH 51 to serve the SHINE Medical Technologies project in TIF No. 35. Bids for C2016-11 BTC Water Main Extension - were opened on Wednesday, April 6, 2016. The low bid was found to be responsive and acceptable. City Recommendation The City’s recommended course of action is to award contract C2016-11 BTC Water Main Extension to the low bidder and for the City Council to express their intent to include the
necessary $200,000 in the 2016 Note Issue to support TIF No. 35. Suggested Motion
I move to award contract C2016-11 BTC Water Main Extension to the low bidder as described in the memo and for the City Council to express the intent to include the necessary $200,000 in the 2016 Note Issue to support TIF No. 35. Background Contract 2016-11 – BTC Water Main Extension – Includes construction and all the work
necessary for the installation of approximately 11,600 LF of 6”-16” water main including 235

LF of directional drilled HDPE watermain and 100 LF of bored 16” watermain with casing; and associated valves and hydrants, 200 LF of 10” sanitary sewer including 100 LF of bored
sewer with casing and one manhole; replacement of approximately 1,100 SY of asphalt pavement, 2,200 SY of aggregate, and 3,800 LF of pavement markings; restoration, traffic control, and miscellaneous construction. There were eight (8) prequalified plan holders. The contract estimate was $1,335,000. We opened two (2) bids for this project, with R.T. Fox Contractors Inc. providing the low bid. The Engineering Division is recommending award of this contract to R.T. Fox Contractors Inc., Edgerton, WI for a total bid amount of $1,248,776.00. Part A of the contract includes the water main to serve the BTC campus and these costs will be paid by BTC through an agreement with the City. Part B of the contract extends water main and sanitary sewer under USH 51 to serve TIF No. 35 future development east of USH 51.

• Approve City recommendation to award contract C2016-11.
• The City could choose not to award the contract. Analysis The City Council approved an agreement with BTC at their August 10, 2015 meeting which outlines a delivery method for constructing the improvements and future annexation of the BTC
campus. The terms of the agreement were reviewed and approved by the City Attorney and BTC legal staff. BTC also has approval of the project from their Board of Directors and the Wisconsin Technical College System Board. BTC has funded the design of the project with City
review and approval prior to bidding the projects. Upon completion of the work, the City will accept the installation as public improvements. Additionally, BTC has agreed to reimburse the City for the costs incurred, thus there are no costs to the City for approving Part A of this contract.

2016 Note Issue If the City were to award contract C2016-11 as recommended, there would be no property tax
impact as these costs will be paid for by BTC and Water Utility user fees.
Conclusions This contract supports tasks listed in the 2016-2020 Strategic Plan.
