Bid Schedule C Award Memo1 ENGINEERING MEMORANDUM April 25, 2016 TO: City Council FROM: Mike Payne, City Engineer SUBJECT: Consideration and action to award contracts for Bid Schedule “C” - 2016: C2016-12 Water Utility – Roof Replacement C2016-13 Landfill Phase 4 Construction Relates to Strategic Plan Strategic Goal - Infrastructure This contract work continues to support the City Council’s efforts to maintain existing infrastructure. Executive Summary Bids for C2016-12 Water Utility – Roof Replacement and C2016-13 Landfill Phase 4 Construction - were opened on Wednesday, April 6, 2016. Each low bid was found to be responsive and acceptable. City Recommendation The City’s recommended course of action is to award contracts C2016-12 Water Utility – Roof Replacement and C2016-13 Landfill Phase 4 Construction to the low bidder and for the City Council to express their intent to include necessary funding in the 2016 Note Issue. Suggested Motion I move to award contracts C2016-12 Water Utility – Roof Replacement and C2016-13 Landfill Phase 4 Construction, to the low bidder as described in the memo and for the City Council to express the intent to include necessary funding in the 2016 Note Issue. Background Contract 2016-12 – Water Utility – Roof Replacement – Includes construction and all the work necessary to remove an existing 26,250 square foot roof consisting of both a ballasted loose laid and mechanically fastened EPDM roof system. The new roof system will consist of a fully adhered EPDM membrane roof system, iso insulation board and edge metal. The project also includes some demolition of an existing metal mansard; moving existing roof mounted air conditioning condensing units and refrigeration lines; changes to existing lighting, conduit and wiring; steel fabrication and erection of a steel condenser support and screen wall; a new roof access ladder; and minor painting work. 2 There were three (3) prequalified plan holders. The contract estimate was $400,000. We opened two (2) bids for this project, with Nieman Central WI Roofing Co. providing the low bid. The Engineering Division is recommending award of this contract to Nieman Central WI Roofing Co., Lydon Station, WI for a total bid amount of $233,900.00. There were eleven (11) prequalified plan holders. The contract estimate was $2,089,642.50. We opened seven (7) bids for this project, with Frank Silha & Sons Excavating, Inc. providing the low bid. The Engineering Division is recommending award of this contract to Frank Silha & Sons Excavating, Inc., Edgerton, WI for a total amount of $1,665,525.55.
