Strategic Goal - Infrastructure This contract work continues to support the City Council’s efforts to maintain existing
infrastructure. Executive Summary
Bids for Public Works Schedule “B” – 2016 - C2016-7 Street Rehabilitation, C2016-8 Manhole Rehabilitation, C2016-9 Jackson Street Lighting Improvements, C2016-10 Storm Structure Rehabilitation - were opened on Wednesday, March 9, 2016. Each low bid was found to be responsive and acceptable but Contract 2016-8, Manhole Rehabilitation. This contract is over budget and therefore those bids should be rejected. City Recommendation The City’s recommended course of action is to award contracts C2016-7 Street Rehabilitation, C2016-9 Jackson Street Lighting Improvements, C2016-10 Storm Structure Rehabilitation to the low bidder and for the City Council to express their intent to include necessary funding in the 2016 Note Issue. Suggested Motion I move to reject C2016-8 Manhole Rehabilitation, but award contracts C2016-7 Street
Rehabilitation, C2016-9 Jackson Street Lighting Improvements, C2016-10 Storm Structure Rehabilitation, to the low bidder as described in the memo and for the City Council to express the intent to include necessary funding in the 2016 Note Issue.

Background
Contract 2016-7 – Street Rehabilitation – Includes all the work necessary for the
construction and completion of approximately 32,000 tons asphalt paving on existing streets, including 210,000 S.Y. milling; 11,000 S.Y. asphalt pavement removal; 13,000 L.F. epoxy pavement markings; 5,000 C.Y. unclassified excavation; 9,000 ton limestone base construction; and miscellaneous construction.
There were two (2) prequalified plan holders. The contract estimate was $3,000,000. We opened one (1) bid for this project, with Rock Road Companies providing the sole bid. The Engineering Division is recommending award of this contract to Rock Road Companies, Janesville, WI for a total bid amount of $2,780,369.36. Contract 2016-8 – Manhole Rehabilitation – Includes construction and completion of the
structural reconstruction and associated street restoration of approximately 40 existing
storm and sanitary sewer manholes on existing paved streets.
There were four (4) prequalified plan holders. The contract estimate was $200,000. We opened two (2) bids for this project. The Engineering Division is recommending all bids be rejected as
they are significantly more than the contract estimate resulting in unit prices significantly higher than in previous years. The work on this contract included manhole repairs on the 2016 and 2017 street programs. It is likely some of the manhole structures will need corrective action which will be completed under existing utility contracts, prior to paving the streets in 2016.

Contract 2016-9 – Jackson Street Lighting Improvements – Includes installing approximately 1,500 linear feet of PVC conduit (trenchless method) and related connectors; five 30’ tall concrete street light poles, pole bases, arms, luminaires; 12 – 10’ tall light poles, screw
in (helical) bases, luminaires; three 18” x 36” pull boxes; 4,500 linear feet electrical wiring and wiring connections and incidental construction for a complete operating system per plans and specifications. There were three (3) prequalified plan holders. The contract estimate was $130,000. We opened two (2) bids for this project, with Highway Light & Landscape, Inc. providing the low bid. The Engineering Division is recommending award of this contract to Highway Light & Landscape, Inc., Watertown, WI for a total amount of $130,549.55. Contract 2016-10 – Storm Structure Rehabilitation – Includes the replacement of approximately 40 storm inlets and 5 manholes; the rehabilitation of 10 storm inlets and 5 storm manholes; approximately 400 linear feet of curb and gutter replacement; and
approximately 5,000 square feet of pavement patches including both concrete and hot
mix asphalt patches.

There were four (4) prequalified plan holders. The contract estimate was $225,000. We opened three (3) bids for this project, with Bjoin Limestone, Inc. providing the low bid. The Engineering
