This contract work continues to support the City Council’s efforts to maintain existing infrastructure. Executive Summary Bids for Public Works Schedule “A” – 2016 - C2016-1 Fire Station #1 Demolition, C2016-2 C&G / Sidewalk Replacement, C2016-3 Water & Sewer System Improvements, C2016-4 Bike Trail Repairs, C2016-5 New & Replacement Sidewalk, C2016-6 Innovation Drive Utility & Street Extension - were opened on Wednesday, February 3, 2016. Each low bid was found to be responsive and acceptable. City Recommendation The City’s recommended course of action is to award contracts C2016-1 Fire Station #1 Demolition, C2016-2 C&G / Sidewalk Replacement, C2016-3 Water & Sewer System Improvements, C2016-4 Bike Trail Repairs, C2016-5 New & Replacement Sidewalk, and C2016-6 Innovation Drive Utility & Street Extension to the low bidder and for the City Council to express their intent to include necessary funding in the 2016 Note Issue. Background Contract 2016-1 – Fire Station #1 Demolition – Includes complete building demolition,
excavation, utility work, street repair, grading, and seeding to remove the building and all hard surfaces and restore the site with lawn as previously discussed with City Council. There were eight (8) prequalified plan holders. The contract estimate was $125,000. We opened six (6) bids for this project, with Badgerland Demolition & Earthwork providing the low bid. The Engineering Division is recommending award of this contract to Badgerland Demolition & Earthwork for a total bid amount of $119,580.00. The Central Fire Station project approved by the City Council on March 23, 2016 included funding for the demolition of Fire Station #1. Staff believed the City would obtain more competitive bids if the demolition project was a separate contract from the construction of the new Central Fire Station. The bid results confirm this to be true.

Contract 2016-2 – Curb & Gutter and Sidewalk Replacement – Includes construction and completion of approximately 39,200 LF curb and gutter replacement; 86,800 SF sidewalk and
driveway replacement; 200 SY full depth concrete pavement patching and grass terrace restoration. There were four (4) prequalified plan holders. The contract estimate was $1,950,000. We opened one (1) bid for this project, with Yeske Construction Co., Inc. providing the sole bid. The Engineering Division is recommending award of this contract to Yeske Construction Co., Inc., Edgerton, WI for a total amount of $1,932,068.15. There were seven (7) prequalified plan holders. The contract estimate was $3,500,000. We opened two (2) bids for this project, with Maddrell Excavating LLC providing the low bid. The Engineering Division is recommending award of this contract to Maddrell Excavating LLC, Monroe, WI for a total amount of $3,933,478.75. Part A of the contract includes traditional replacement water main and service work associated with the street rehabilitation program. Part B includes manhole and inlet replacement and/or chimney repairs. Part C includes water main replacement on Milton Avenue from Matheson to 800 ft. north of Kennedy and on Joliet from Oakhill to Willard.

Analysis
2016 Note Issue If the City were to award all contracts for Bid Schedule “A” – 2016 as recommended, the property tax impact for the average assessed home of $121,000 is $6.03 per year for the next ten years. Additionally, the table below shows the property tax impact of projects the City Council has already committed to fund in the 2016 Note Issue:
Conclusions These contracts support projects included in the 2016-2020 Strategic Plan.
