Bid Schedule G Award Memo1 ENGINEERING MEMORANDUM February 12, 2018 TO: City Council FROM: Mike Payne, City Engineer SUBJECT: Consideration and action to award contract for Bid Schedule “G” - 2017: C2017-23 Bike Trial Pavement Replacement C2017-24 Blackhawk Technical College Water Main Extension – Phase 2 Relates to Strategic Plan Strategic Goal - Infrastructure These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2017-23 Bike Trail Pavement Replacement and C2017-24 Blackhawk Technical College Water Main Extension – Phase 2 - were opened on Wednesday, December 13, 2017. The low bids were found to be responsive and acceptable. City Recommendation The City’s recommended course of action is to award contracts C2017-23 Bike Trail Pavement Replacement and C2017-24 Blackhawk Technical College Water Main Extension – Phase 2 to the low bidder and express intent to borrow the necessary funding for contract 2017-23 in the 2018 Note Issue. Suggested Motion I move to award contracts C2017-23 Bike Trail Pavement Replacement and C2017-24 Blackhawk Technical College Water Main Extension – Phase 2 to the low bidder as described in the memo. Background C2017-23 Bike Trial Pavement Replacement – For furnishing all the labor, materials, equipment, and doing all the work necessary to pulverize and regrade approximately 4,500 square yards of asphaltic trail pavement; provide and place approximately 600 tons of new asphaltic trail pavement; 50 linear feet concrete curb and gutter; 250 square feet concrete sidewalk ramps with 80 square feet of detectable warning panels; 1,000 linear feet of pavement marking, and incidental construction. There were five (5) prequalified plan holders. The contract estimate was $90,000. We opened four (4) bids for this project, with Y.N. Yoss Construction, Inc. providing the lowest bid. The 2 Engineering Division is recommending award of this contract to Y.N. Yoss Construction, Inc., Janesville, WI for a total bid amount of $76,869.89. The bids received are shown below: Y.N. There were fifteen (15) prequalified plan holders. The contract estimate was $1,400,000. We opened eleven (11) bids for this project, with Maddrell Excavating, LLC providing the lowest bid. The Engineering Division is recommending award of this contract to Maddrell Excavating, LLC, Inc., Brodhead, WI for a total bid amount of $1,193,134.00. Analysis The City Council approved an agreement with BTC at their August 10, 2015 meeting which outlines a delivery method for construction the improvements and future annexation of the BTC campus. The terms of the agreement were reviewed and approved by the City Attorney and BTC legal staff. BTC also has approval for the project from their Board of Directors and the Wisconsin Technical College System Board. BTC funded the design of the project with City 4 review and approval prior to bidding the projects. Upon completion of the work, the City will accept the installation as public improvements. Additionally, BTC has agreed to reimburse the City for the costs incurred, thus there are no costs to the City for approving contract 2017-24. The project consists of two phases. In 2016, phase one was completed which consisted of extending a 12” water main along USH 51 and through the BTC campus to CTH G. This allowed the campus to connect to municipal services. Contract 2017-24 completes phase two which consists of extending 16” water main along CTH G from the BTC campus to the southern property line of the Dollar General site such that BTC will no longer be on a long dead end water main. BTC approved funding for phase two on January 24, 2018 to allow this project to proceed. Conclusions These contracts support tasks listed in the 2018-2022 Strategic Plan.
