Bid Schedule D Award Memo1 ENGINEERING MEMORANDUM May 29, 2018 TO: City Council FROM: Mike Payne, City Engineer SUBJECT: Consideration and action to award contract for Bid Schedule “D” - 2018: C2018-17 Metropolitan Area Network Fiber Installation Relates to Strategic Plan Strategic Goal - Infrastructure These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2018-16 Library Roof Replacement and C2018-17 Metropolitan Area Network Fiber Installation were opened May 2, 2018. Engineering is not prepared to make a recommendation for the Library Roof Replacement project at this time for the May 29, 2018 Council meeting. City Recommendation The City’s recommended course of action is to award contract C2018-17 Metropolitan Area Network Fiber Installation to the low bidder and express intent to borrow the necessary funding in the 2018 Note Issue. A recommendation for contract C2018-16 Library Roof Replacement will occur at a future date. Suggested Motion I move to award contract C2018-17 Metropolitan Area Network Fiber Installation to the low bidder as described in the memo. Background C2018-17 Metropolitan Area Network Fiber Installation – For furnishing all the labor, materials, equipment, and doing all the work necessary for the extension of the City’s fiber optic network. Project consisting of the following approximately quantities: 25,500 L.F. of 2” dia. SDR11 duct installation, 16 handholes, 235 L.F. of 2” diameter EMT install, indoor & outdoor splices and power meter & light source/OTDR bi-directional testing. There were twelve (12) qualified plan holders. The contract estimate was $587,301.10. We opened four (4) bids for this project, with J&R Underground, LLC. providing the lowest bid. The Engineering Division is recommending award of this contract to J&R Underground, LLC of Blanchardville, WI for a total bid amount of $539,267.38.
