These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2018-21 - Heritage Bridge, C2018-22 - Bike Trail Repairs, and C2018-23 - Utility
Structure Rehabilitation and Replacement were opened December 12, 2018. City Recommendation The City’s recommends awarding contracts C2018-21 - Heritage Bridge, C2018-22 - Bike Trail Repairs, and C2018-23 - Utility Structure Rehabilitation and Replacement to the low bidders and express intent to borrow the necessary funding in the 2019 Note Issue. I move to award contracts C2018-21 - Heritage Bridge, C2018-22 - Bike Trail Repairs, and C2018-23 - Utility Structure Rehabilitation and Replacement to the low bidders as described in the memo. Background C2018-21 - Heritage Bridge – For furnishing all labor, materials, equipment, and completing all
work necessary to construct a 230-foot-long, five-span reinforced concrete slab pedestrian bridge over the Rock River including concrete filled steel pipe piling; reinforced concrete abutment and piers; cofferdams; reinforced concrete slab deck with architectural features;
electrical conduit, wiring, and lighting; pedestrian cable rail; natural stone paver bands; pedestrian benches; and miscellaneous amenities and incidental construction.
There were four (4) qualified plan holders. The contract estimate was $1,918,757.50. Staff received three (3) bids with Kraemer North America LLC providing the lowest bid. The Engineering Division is recommending award of this contract to Kraemer North Americal LLC of Plain, WI for a total bid amount of $1,334,758.50. The Storm Water Utility and TID 36 costs

would have been part of the Town Square East Side Improvements in 2020 but need to be expedited due to proximity of the Heritage Bridge project in 2019.

C2018-22 Bike Trail Repairs – For furnishing all the labor, materials, equipment, and doing all
the work necessary to remove approximately 400 square yards of asphalt trail pavement; remove approximately 400 square yards of root cutting; pulverize and regrade approximately 1,100 square yards of asphaltic trail pavement; provide and place approximately 200 tons of
new asphaltic trail pavement; 150 square feet of concrete sidewalk ramps with 60 square feet of detectable warning panels; 400 square yards of lawn restoration; 500 linear feet of pavement markings; and incidental construction.
There were two (2) qualified plan holders. The contract estimate was $50,000. Staff received two (2) bids with W.N. Yoss Construction, Inc. providing the lowest bid. The Engineering
Division is recommending award of this contract to W.N. Yoss Construction, Inc. of Janesville, WI for a total bid amount of $58,261.74. C2018-23 Utility Structure Rehabilitation and Replacement – For furnishing all the labor, materials, equipment, and doing all the work necessary for replacement and/or rehabilitation of sanitary, storm, and water structures. The work will include replacement of approximately five sanitary structures, 61 storm structures, 161 storm inlets, and seven water structures, and rehabilitation of approximately 178 sanitary structures, 17 storm structures, 18 storm inlets, and 32 water structures. The work under this contract is associated with the City’s 2019 Street Rehabilitation Contract. There were seven (7) qualified plan holders. The contract estimate was $1,450,547. Staff received six (6) bids with Bjoin Limestone Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Bjoin Limestone Inc. of Janesville, WI for a

If the City Council were to adopt award contracts in Bid Schedule “G” – 2018 as recommended, the property tax impact for the average assessed home of $122,900 is $0.18 per year for the next ten years.
