Strategic Goal - Infrastructure These contracts support the City’s efforts to maintain existing infrastructure and continue to
provide municipal services. Executive Summary
Bids for C2018-1 Monterey Area Removal and River Restoration, C2018-9 Water & Sewer System Improvemements II, C2018-10 Street Rehabilitaion and C2018-11 River Street Reconstruction were opened February 21, 2018. The low bids were found to be responsive and acceptable. City Recommendation The City’s recommended course of action is to award the base bid for contracts C2018-1 Monterey Area Removal and River Restoration, C2018-9 Water & Sewer System Improvemements II, C2018-10 Street Rehabilitaion and C2018-11 River Street Reconstruction to the low bidder and express intent to borrow the necessary funding in the 2018 Note Issue. Rehabilitaion and C2018-11 River Street Reconstruction to the low bidder as described in the memo. Background C2018-1 Monterey Area Removal & River Restoration – For furnishing all the labor, materials, equipment, and doing all the work necessary for the removal of the Monterey Dam and
restoration of the upstream shoreline including bank stabilization-restoration, and construction of a stormwater pond. This work will include removal of the dam and appurtenances, approximately 45,000 cubic yards of excavation, bank stabilization with surface fabric and rip-rap, native seeding of approximately 25 acres, planting of approximately 250 trees and shrubs,

and various amenities including kayak launches, limestone steps, woody fish habitat, and a concrete fishing deck. These improvements are consistent with what has been shown to the
public in prior community engagement forums. There were thirteen (13) qualified plan holders. The consultant estimate was $1,132,938. We opened four (4) bids for this project, with Drax Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Drax, Inc., Madison, WI for a total bid amount of $1,538,247.69. Engineering staff worked with the consultant designer and Drax to review the project and identify viable value engineering concepts. Drax offered a number of cost saving measures saving money while still meeting the intended project outcome. The value engineering savings totals $285,517.50.
At the February 26, 2018 Council meeting, the Council authorized staff to submit grant applications to the Wisconsin Department of Natural Resources (WDNR) for 1) Municipal Dam
grant 2) Municipal Flood Control grant 3) Stewardship grant. If successful, these grants could provide up to approximately $800,000 in grant funding for this project which reduces Stormwater Utility funding to approximately $665,000.

C2018-9 Water & Sewer System Improvements II – For furnishing all the labor, materials, equipment, and doing all the work necessary for construction of the following approximate
quantities: 420 L.F. of new 8” diameter water main and 470 L.F. of new 8” diameter sanitary sewer; 10,000 L.F. of existing 4“-6” water main replacement and abandonment; replacement of 50 L.F. of 15” diameter storm sewer; replacement of 20 lead/steel water services; and replacement or rehabilitation of 65 sanitary and storm structures, and storm inlets; and associated street and non-paved surface restoration. There were eight (8) qualified plan holders. The contract estimate was $2,474,590.00. We opened two (2) bids for this project and rejected one bid submitted with a 5% bid bond rather than the 10% required, with Globe Contractors, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Globe Contractors Inc. of Pewaukee, WI for a total bid amount of $2,505,110.00.

C2018-10 Street Rehabilitation - For furnishing all the labor, materials, equipment, and doing all the work necessary for the construction and completion of approximately 31,500 tons asphalt paving on existing streets, including 210,000 S.Y. milling; 19,450 S.Y pavement removal; 14,500 L.F. epoxy pavement markings; 13,650 C.Y. unclassified excavation; 28,400 tons aggregate base construction; and miscellaneous construction items.
There was one (1) qualified plan holder. The contract estimate was $3,664,846.95. We opened
one (1) bid for this project, with Rock Road Companies, Inc. providing the sole bid. The Engineering Division is recommending award of this contract to Rock Road Companies, Inc. of Janesville, WI for a total bid amount of $3,347,397.02.

C2018-11 River Street Reconstruction - For furnishing all the labor, materials, equipment, and doing all the work necessary for the construction and completion of approximately 3,900 SY
pavement and curb and gutter removal; 700 CY excavation; 800 LF storm sewer with structures; 2,000 tons aggregate base; 1,500 LF curb & gutter replacement; 3,300 SY of standard and colored concrete pavement; 16,000 SF of standard and colored concrete sidewalk; street and pedestrian lighting; traffic bollards; landscaping; various streetscape amenities including benches, moveable planters, trash receptacles, and bike racks; and miscellaneous, construction.
There were nine (9) qualified plan holders. The contract estimate was $1,328,515.00. We opened one (1) bid for this project (and one rejected), with Parisi Construction Co., Inc.. providing the sole bid. The Engineering Division is recommending award of this contract to Parisi Construction Co., Inc. of Verona, WI for a total base bid plus alternates in the amount of $1,338,459.50. Alternate 1 includes installing gateway structures provided by Forward Foundation. Alternate 2 includes installing gateway banner poles provided by Forward Foundation. Alternate 3 includes installing the west side town square overlook canopy structure provided by Forward Foundation. The Forward Foundation has not decided at this time if they will proceed with the City performing this work. Hence they are not being recommended for award since the ARISE plan
intended on private funding for these features. If Forward Foundation decides to have the City perform the work, they can be added by change order.

Analysis 2018 Note Issue
If the City Council were to adopt award contracts in Bid Schedule “A” – 2018 as recommended, the property tax impact for the average assessed home of $122,200 is approximately $6.20 per year for the next ten years.
Additionally, the table below shows the property tax impact of General Fund projects the City Council has already committed or is considering to fund in the 2018 Note Issue:
