Executive Summary Bids for C2019-15 Ice Age Trail Bridge Repairs, C2019-16 East Side Town Square, C2019-17 Oak Hill Cemetery Road Improvements, C2019-18 Utilty Structure Rehabilitation and Replacement, C2019-19 Microturbine Electrical Distribution Project were opened December 11, 2019. City Recommendation The City recommends rejecting contract C2019-15 Ice Age Trail Bridge Replacement and
awarding contracts C2019-16 East Side Town Square, C2019-17 Oak Hill Cemetery Road Improvements, C2019-18 Utilty Structure Rehabilitation and Replacement, C2019-19 Microturbine Electrical Distribution Project. Suggested Motion
I move to reject contract C2019-15 Ice Age Trail Bridge Replacement, and award contracs C2019-16 East Side Town Square, C2019-17 Oak Hill Cemetery Road Improvements, C2019-18 Utilty Structure Rehabilitation and Replacement, C2019-19 Microturbine Electrical Distribution Project as outlined in the memo. Background
C2019-15 Ice Age Trail Bridge Replacement – For furnishing all labor, materials, and equipment and performing all work necessary for for the installation of a 70’ x 12’ single span prefabricated bridge kit purchased separately by the city; which work shall include removal of the existing 50’ x 10’ timber trail bridge structure with timber support piling; excavation; supply and placement of

heavy rip rip; reconstruction of asphalt bridge approaches; restoration; and incidental construction.
There were six (6) qualified plan holders. The contract estimate was $72,495.00. Staff received two (2) bids with Concrete Structures, Inc. providing the lowest bid. The Engineering Division is recommending rejecting all bids. Concrete Structures Inc

C2019-16 East Side Town Square – For furnishing all labor, materials, and equipment and performing all work necessary for for the base bid construction of approximately 9,000 square yards of pavement and sidewalk removal; 25,000 square feet of colored and standard concrete sidewalk; 2,200 square yards of non-reinforced concrete pavement; 1,400 linear feet of concrete curb and gutter; 1,800 square feet of cast stone pavers; 800 linear feet of storm sewer with structures; 500 linear feet of cable railing; street and pedestrian light fixtures; electrical conduit and wiring; 500 linear feet of cast-in-place reinforced wall cap; various seating and street scaping furnishings; landscaping and lawn restoration; and incidental construction with river wall repair alternative items.
Alternate items are as follows: A1 - river wall masonry face restoration, A2 - river wall concrete facing, A3 - wall cap replacement at the cantilevered walk, A4 - wall cap replacement / height

The Engineering Division is recommending award of this contract to Parisi Construction Co., Inc. of Verona, WI for a total base bid amount of $2,023,284.50 plus alternates 2 – River Wall Concrete Facing ($452,200), 3 – Wall Cap Type A ($135,000), 4 – Wall Cap Type B ($232,000) and 5 – River Wall Replacement ($280,000) totaling $1,099,200.00 for a total awarded contract equal to $3,122,484.50. C2019-17 Oak Hill Cemetery Road Improvements – For furnishing all labor, materials, and equipment and performing all work necessary to reconstruct approximately 1,230’ of paved roads within the Oak Hill Cemetery including approximately 800 CY of unclassified excavation, 1,700 T of crushed aggregate base course, 2,000 SY of geotextile fabric, 430 T of asphalt
pavement, and 600 LF of asphalt wedge curb. There were five (5) qualified plan holders. The contract estimate was $102,685.00. Staff
received two (2) bids with Y.N. Yoss Construction, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Y.N. Yoss Construction, Inc. of Janesville, WI for a total bid amount of $111,235.00.

sanitary structures, 38 storm structures, 147 storm inlets and 23 water structures and rehabilitation of approximately of 111 sanitary structures, 20 storm structures, 6 storm inlets and 35 water structures. The work under this contract is associated with the City’s 2020 Street Rehabilitation Contract. There were four (4) qualified plan holders. The contract estimate was $1,577,496.20. C2019-19 Microturbine Electrical Distribution Project – For furnishing all labor, materials, and equipment and performing all work necessary for modifying the electrical distribution system at the Janesville Wastewater Treatment Plant to allow the microturbine generators to deliver power to the 480 v distribution system to offset plant electrical loads. There were three (3) qualified plan holders. The contract estimate was $316,000.00. Staff received three (3) bids with PDC – Electrical Contractors providing the lowest bid. The

Analysis Included in the ‘Background’ section. Conclusions This contract supports tasks listed in the 2020-2024 Strategic Plan. Contract C2019-15, Ice Age Bridge Replacement is over budget as currently designed. Staff will consider other bridge fabricators and/or options and include this project in the 2021 CIP with the intent of bidding another project in 2021 to address the deteriorating structure. Restated City Recommendation The City recommends rejecting contract C2019-15 Ice Age Trail Bridge Replacement and awarding contracts C2019-16 East Side Town Square, C2019-17 Oak Hill Cemetery Road
Improvements, C2019-18 Utilty Structure Rehabilitation and Replacement, C2019-19 Microturbine Electrical Distribution Project to the low bidders.
