This contract support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2019-14, Sanitary and Storm Sewer Lining were opened October 9, 2019. City Recommendation The City recommends awarding contract C2019-14 Sanitary and Storm Sewer Lining. Suggested Motion I move to award contract C2019-14, Sanitary and Storm Sewer Lining and express an intent to
borrow necessary funds as outlined in the memo. Background
C2019-14 Sanitary and Storm Sewer Lining – For furnishing all labor, materials, and equipment and performing all work necessary for the cured-in-place (CIP) trenchless lining repair and selective joint grouting of approximately 30,000 LF of 8”-36” diameter sanitary and storm sewer
(manhole to manhole), and one 8” diameter CIP point repair, under existing paved streets. Portable hard drive video of the pipe to be lined will be forwarded to general contractors only. There were eight (8) qualified plan holders. The contract estimate was $1,234,217.53. Staff received two (2) bids with Michels Corporation providing the lowest bid. The Engineering Division is recommending award of this contract to Michels Corporation of Brownsville, WI for a total bid amount of $1,330,059.30.

Analysis The 2020 CIP included $880,000 for sewer lining / point repairs, $300,000 for inflow/infiltration reduction, and $42,000 for storm sewer lining. The above contract is a unit price contract and Engineering will deliver the project within the original combined budget of $1,222,000 plus the carryover $50,000 prior note proceeds for a total project cost of $1,272,000.
Conclusions This contract supports tasks listed in the 2019-2023 Strategic Plan. Restated City Recommendation The City recommends awarding contract C2019-14 Sanitary and Storm Sewer Lining.
