C2019-13 Lower Court House Park Lighting Improvements
Relates to Strategic Plan Strategic Goal - Infrastructure
These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2019-11, Northeast Regional Trail, C2019-12, Landfill Phase 6 Construciton and C2019-13, Lower Court House Park Lighting Improvements, were opened May 15, 2019. A DOT grant is funding the majority of C2019-11. DOT is reviewing the bid information for the Northeast Regional Trail project. Staff anticipates bringing that contract back to Council at the July 22 meeting for consideration of award after DOT accepts the bid. One incomplete bid was received for C2019-13 so that bid was not opened and Council will be asked to reject that bid. City Recommendation The City recommends awarding contract C2019-12, Landfill Phase 6 Construction to the low
bidder and rejecting contract C2019-13, Lower Court House Park Lighting Improvements due to receiving one incomplete bid. Funding for C2019-12, Landfill Phase 6 Construction will be over two years so Council should expresses an intent to borrow the remaining funding in 2020. Suggested Motion
I move to award contract C2019-12, Landfill Phase 6 Construction to the low bidder as described in the memo and to express an intent to borrow funds as outlined in the memo. The motion should also include rejecting the incomplete bid for contract C2019-13, Lower Court House Park Lighting Improvements. Background
C2019-12 – Landfill Phase 6 Construction – For furnishing all the labor, materials, equipment, and doing all the work necessary for construction of a landfill liner to include: subbase excavation and filling ; gradient control piping and trench; 4-foot thick compacted clay liner; 60-mil geomembrane liner with geotextile cushion; leachate drainage layer and sump; leachate collection piping, pump, manholes, fittings, sampling station, meters, and controls; access road

improvements; storm water drainage; fencing; site restoration; monitoring well abandonment and gas probe installation; and incidentals shown on the plans and specified herein for Landfill
Phase 6 Construction. There were seven (7) qualified plan holders. The contract estimate was $4,986,536.10. Staff received three (3) bids with Meise Construction, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Meise Construction, Inc. of Sauk City, WI for a total bid amount of $5,068,485.30. Meise Construction Inc Post Office Box 118

C2019-13 – Lower Court House Park Lighting Improvements – For furnishing all the labor, materials, equipment, and doing all the work necessary for the construction and completion of approximately 1,700’ of electrical conduit; 5,100’ of electrical wire; 14 light bollards; 9 light posts and fixtures and other landscape lighting; 3 pull boxes; 600 square feet of concrete flatwork; removal and salvage of existing light posts and fixtures; restoration; and incidental construction. There was one (1) qualified plan holder. The contract estimate was $144,288.00. Staff received one (1) bid from Van Brocklin Electric which was rejected due to an incomplete bid submittal due to not including the signature page or the affidavit of organization.
Options
• Approve City recommendation to award contract C2019-12.
• Refer back to staff with guidance on how the council wishes to proceed.
• Do not award the contract as recommended by staff.
