Relates to Strategic Plan Strategic Goal - Infrastructure These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2019-4 – Hedberg Public Library Transformation Project, C2019-5 – Oakhill Cemetery Road Improvements, C2019-6 – Water and Sewer System Improvements II, and C2019-7 Street Rehabilitaion were opened February 27, 2019. City Recommendation
The City recommends awarding contracts C2019-4 – Hedberg Public Library Transformation Project, C2019-5 – Oakhill Cemetery Road Improvements, C2019-6 – Water and Sewer System Improvements II, and C2019-7 Street Rehabilitaion to the low bidders and expresses intent to
borrow the necessary funding in the 2019 and 2020 Note Issue. Suggested Motion
I move to award contracts C C2019-4 – Hedberg Public Library Transformation Project, C2019-5 – Oakhill Cemetery Road Improvements, C2019-6 – Water and Sewer System Improvements II, and C2019-7 Street Rehabilitaion to the low bidders as described in the memo. Background C2019-5 – Hedberg Public Library Transformation Project – For furnishing all the labor, materials, equipment, and doing all the work necessary for the single prime contract to renovate 33,500 sf of an existing two-story, 67,000 sf library. Renovations consist of but are not limited to: demolition of non-structural walls, acoustical and gypsum ceilings and soffits; new flooring and ceiling finishes; metal framed partition walls; wall finishes of painted gypsum board, acoustic felt, and wood wall panel; modifications to sprinkler and fire alarm systems, VAV boxes, plumbing and electrical systems, including LED lighting at new ceilings.

There were ten (10) qualified plan holders. The contract estimate was $1,732,000.00. Staff received four (4) bids with Progressive Construction Services LLC providing the lowest bid. The
Engineering Division is recommending award of this contract to Progressive Construction Services LLC of Janesville, WI for a total bid amount of $1,660,000.00. Alternate 1 substituted 2’x2’ acoustical ceiling tile for linear ceiling tile along the walkway corridors. Alternate 2 allowed the contractor to close the library to the public for 14 days while performing work. Alternate 3 eliminates adding plumbing and a sink to the mothers room (this alternate was accepted). Alternate 4 did not realign the existing book return wall at the main entrance. Alternate 5 eliminated the mobile book cases. Alternate 6 substituted can lights in lieu of linear fixtures included throughout the project. Progressive Construction Services LLC

C2019-5 Oakhill Cemetery Road Improvements – For furnishing all the labor, materials, equipment, and doing all the work necessary for the reconstruction of approximately 1,430’ of paved roads within the Oak Hill Cemetery including approximately 1,250 CY of unclassified excavation, 2,200 T of crushed aggregate base course, 550 T of asphalt pavement, 2,780 LF of asphalt wedge curb, and seed restoration. There were five (5) qualified plan holders. The contract estimate was $111,406.00. Staff received three (3) bids with W.N. Yoss Construction, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to W.N. Yoss Construction, Inc. of Janesville, WI for a total bid amount of $111,664.20.

C2019-6 Water and Sewer System Improvements II – For furnishing all the labor, materials, equipment, and doing all the work necessary for construction of the following approximate
quantities: 8,800 L.F. of existing 1 ½“-8” water main replacement and abandonment; 50 L.F. of replacement 12” diameter storm sewer; replacement of 15 lead/steel water services; and replacement or rehabilitation of 75 sanitary, storm structures, and storm inlets; and associated street and non-paved surface restoration. C2019-7 Street Rehabilitation – For furnishing all the labor, materials, equipment, and doing all the work necessary for the construction and completion of approximately 32,200 TONS asphalt paving on existing streets, including 242,700 S.Y. milling; 18,500 S.Y pavement removal; 15,000 C.Y. unclassified excavation; 28,000 TONS aggregate base; 13,200 L.F. epoxy pavement markings; and miscellaneous construction items.
