These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2019-1 - Curb & Gutter / Sidewalk Replacement, C2019-2 - Water & Sewer System Improvements I, and C2019-3 - New and Replacement Sidewalk were opened January 30, 2019. City Recommendation The City recommends awarding contracts C2019-1 - Curb & Gutter / Sidewalk Replacement,
C2019-2 - Water & Sewer System Improvements I, and C2019-3 - New and Replacement Sidewalk to the low bidders and expresses intent to borrow the necessary funding in the 2019 Note Issue. Suggested Motion I move to award contracts C2019-1 - Curb & Gutter / Sidewalk Replacement, C2019-2 - Water &

Background C2019-1 - Curb & Gutter / Sidewalk Replacement – For furnishing all the labor, materials, equipment, and doing all the work necessary for the construction and completion of approximately 53,200 LF curb & gutter replacement; 78,500 SF sidewalk, curb ramp and driveway approach replacement; 200 SY full depth concrete pavement patching and grass terrace restoration. There were three (3) qualified plan holders. The contract estimate was $2,548,656.00. Staff received one (1) bid with Yeske Construction Co. providing the lowest bid. The Engineering

C2019-2 Water & Sewer System Improvements I – For furnishing all the labor, materials,
equipment, and doing all the work necessary for construction of the following approximate quantities: 1600 L.F. of new 12” diameter water main and 510 L.F. of new 8” diameter sanitary sewer; 8,300 L.F. of existing 1 ½“-8” water main replacement and abandonment; 50 L.F. of new and replacement 12” diameter storm sewer; replacement of 15 lead/steel water services; and replacement or rehabilitation of 120 sanitary, water valve, storm structures, and storm inlets; and associated street and non-paved surface restoration. There were five (5) qualified plan holders. The contract estimate was $2,455,262.00. Staff received four (4) bids with Maddrell Excavating LLC providing the lowest bid. The bid from Fischer Excavating, Inc. was rejected due to not providing the required affidavit of organization and list of subcontractors. The Engineering Division is recommending award of this contract to Maddrell Excavating LLC of Brodhead, WI for a total bid amount of $2,139,600.00.

C2019-3 New and Replacement Sidewalk – For furnishing all the labor, materials, equipment, and doing all the work necessary for the construction and completion of approximately 5,900 SF of new concrete sidewalk and approximately 9,900 SF of replacement sidewalk in various locations throughout the City, including associated restoration. There were three (3) qualified plan holders. The contract estimate was $143,020.00. Staff received two (2) bids with JB Johnson Bros. LLC providing the lowest bid. The bid from Concrete Service Company was rejected due to not providing the required affidavit of
organization and list of subcontractors. The Engineering Division is recommending award of this contract to JB Johnson Bros. LLC of Janesville, WI for a total bid amount of $126,831.60.
