These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2020-14 Sanitary and Storm Sewer Lining, C2020-15 City Hall Improvements and C2020-16 Senior Center HVAC Improvements were opened October 21, 2020. City Recommendation
The City recommends awarding contracts C2020-14 Sanitary and Storm Sewer Lining, C2020-15 City Hall Improvements and C2020-16 Senior Center HVAC Improvements as well as expressing the intent to borrow funds as outlined in the memo. C2020-14 Sanitary and Storm Sewer Lining – For furnishing all the labor, materials, equipment, and doing all the work necessary for the cured-in-place (CIP) trenchless lining rehabilitation and selective joint grouting of approximately 10,500 LF of 8”-33” diameter sanitary and storm sewer. There were six (6) qualified plan holders. The contract estimate was $773,612.00. Staff received three (3) bids with Visu-Sewer Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Visu-Sewer Inc. of Pewaukee, WI for a total bid amount of $609,693.00.

C2020-15 City Hall Improvements – For furnishing all the labor, materials, equipment, and
completing all work necessary to replace the existing building fire alarm system and convert an existing lobby alcove to work space.
There were three (3) qualified plan holders. The contract estimate was $315,000.00. Staff received three (3) bids with Gilbank Construction Inc. providing the lowest bid. The Engineering Division is recommending award of the bid to Gilbank Construction Inc. of Clinton, WI for a total bid amount of $199,400.00. Gilbank Construction Inc.

C2020-16 Senior Center HVAC Improvements – For furnishing all the labor, materials, equipment, and completing all work necessary for a mechanical system replacement in the entire building, as well as a roof replacement and main entry replacement. The alternate bid item provides a cost for five (5) years of maintenance. A discussion with staff indicated Technical Services could likely complete the maintenance work more cost effectively so the City is not intending to award the alternate bid item.
There were two (2) qualified plan holders. The contract estimate was $600,000.00. Staff received two (2) bids with Gilbank Construction Inc. providing the lowest bid. The Engineering Division is recommending award of the base bid to Gilbank Construction Inc. of Clinton, WI in the amount of $471,250.00.
