Relates to Strategic Plan Strategic Goal - Infrastructure These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2020-1 Curb & Gutter and Sidewalk Replacement, C2020-2 Water & Sewer System Improvements I, and C2020-3 New and Replacement Sidewalk were opened January 29, 2020 while C2020-4 Hedberg Public Library HVAC Upgrades were opened February 5, 2020. City Recommendation
The City recommends awarding contracts C2020-1 Curb & Gutter and Sidewalk Replacement, C2020-2 Water & Sewer System Improvements I, C2020-3 New and Replacement Sidewalk and C2020-4 Hedberg Public Library HVAC Upgrades as well as expressing the intent to
borrow funds as outlined in the memo. Suggested Motion
I move to award contracts C2020-1 Curb & Gutter and Sidewalk Replacement, C2020-2 Water & Sewer System Improvements I, C2020-3 New and Replacement Sidewalk and C2020-4 Hedberg Public Library HVAC Upgrades as outlined in the memo. Background C2020-1 Curb & Gutter and Sidewalk Replacement – For furnishing all the labor, materials, equipment, and doing all the work necessary for the construction and completion of approximately 54,000 LF curb & gutter replacement; 109,200 SF sidewalk, curb ramp and driveway approach replacement; 106 SY full depth concrete pavement patching and grass terrace restoration. There were two (2) qualified plan holders. The contract estimate was $3,026,832.60. Staff received one (1) bid with Yeske Construction Co. providing the lowest bid. The Engineering

C2020-2 Water & Sewer System Improvements I – For furnishing all the labor, materials,
equipment, and doing all the work necessary for the construction of the following approximate quantities: 8,100 L.F. of existing 1.5”-8” water main replacement and abandonment; 1,000 L.F. of new 8” water main; 35 L.F. of new 8” diameter sanitary sewer; replacement of 20 lead/steel
water services; replacement or rehabilitation of 70 sanitary structures, water valve structures, storm structures, and storm inlets; and associated street and non-paved surface restoration. There were nine (9) qualified plan holders. The contract estimate was $2,079,180.00. Staff received three (3) bids with R.T. Fox Contractors, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to R.T. Fox Contractors, Inc. of Edgerton, WI for a total bid amount of $1,774,726.00.

C2020-3 New and Replacement Sidewalk – For furnishing all the labor, materials, equipment, and doing all the work necessary for the construction and completion of approximately 21,000
SF of new concrete sidewalk, 270 LF of new curb and gutter, and 10,000 SF of replacement sidewalk in various locations throughout the City, including associated restoration. There were two (2) qualified plan holders. The contract estimate was $230,000. Staff received one (1) bid with JB Johnson Bros., LLC providing the lowest bid. The Engineering Division is recommending award of this contract to JB Johnson Bros., LLC of Edgerton, WI for a total bid
amount of $247,859.50.

C2020-4 Hedberg Public Library HVAC Upgrades– For furnishing all the labor, materials,
equipment, and doing all the work necessary for a single prime contractor to upgrade the
HVACs of the existing two story, 67,000 sf. library. Renovations consist of but not limited to
selective demolition of non-structural walls, acoustical ceilings and soffits, ceiling finishing’s,
metal framed partition walls, wall finishes of painted gypsum board, hollow metal framed doors,
VAV boxes, plumbing, duct work, EPDM roofing, and electrical as required to support new
HVAC equipment, new digital controls, new boilers, and new AHUs.
Alternates for this contract include extended maintenance plans for: Boilers (alternate 1), Indoor Central Station Air-Handling Unit (alternate 2) and Outdoor Air-Handling Unit (alternate 3).
There were two (2) qualified plan holders. The consultant estimate for the base bid plus alternates was $1,029,328.00. Staff received two (2) bids with Progressive Construction Services LLC providing the lowest bid. The Engineering Division is recommending award of this
contract to Progressive Construction Services of Janesville, WI for a total base bid plus alternates 1, 2 & 3 in the amount of $927,975.00.
