PUBLIC WORKS BID SCHEDULE “E” – 2020
The City of Janesville, Wisconsin hereby gives notice that it will receive electronic bids for the
following listed Public Work:
C2020-14 Sanitary and Storm Sewer Lining – For furnishing all the labor, materials,
equipment, and doing all the work necessary for the cured-in-place (CIP) trenchless
lining rehabilitation and selective joint grouting of approximately 10,500 LF of 8”-
33” diameter sanitary and storm sewer. A portable hard drive with video of the pipe
to be lined will be sent to general contractors only. Quest Project Number 7331798
C2020-15 City Hall Improvements – For furnishing all the labor, materials, equipment, and
completing all work necessary for 1.) a replacement of the existing fire alarm system
and 2.) minor interior remodeling to create an office space out of an existing lobby
alcove. There will be a mandatory prebid meeting on October 7, 2020 at 10:00AM
at City Hall – 18 N Jackson St, Janesville, WI (meet at the Wall Street entrance).
Masks will be required while attending. Quest Project Number 7332019
C2020-16 Senior Center HVAC Improvements – For furnishing all the labor, materials,
equipment, and completing all work necessary for a mechanical system
replacement in the entire building, as well as a roof replacement and main entry
replacement. There will be a mandatory prebid meeting on October 7, 2020 at
2:00PM at the Senior Center – 69 S Water St, Janesville, WI (meet at the S Water
Street entrance). Masks will be required while attending. Quest Project Number

Confidential bids will be received until 2:00 P.M. LOCAL TIME ON WEDNESDAY, THE 21ST DAY OF
OCTOBER, 2020. All bids shall be submitted electronically through QuestCDN vBid Online Bidding
ONLY -- the online bid portal will be open for vBid by October 16, 2020. No paper bids will be
accepted. All bidders shall bid in accordance with contract document’s Section 2 ‘Information
to Bidders’. The above Public Work will be let to the lowest responsible bidder and must be
performed in accordance with the plans, specifications, and contracts on file with the City Clerk.
No bid will be considered unless accompanied by a certified check equal to 10 percent of the bid
or a bid bond in equal amount, payable to the City as guaranty that if the bid is accepted, the
bidder will execute and file the proper contract and performance bond within ten days from the
date the lowest responsible bidder's bid is accepted. In case the bidder fails to execute such

contract and performance bond within the time set by the City, the check or bid bond shall be
forfeited to the City as liquidated damages.
Complete bidding documents will be available on WEDNESDAY SEPTEMBER 30, 2020, at the City
of Janesville web site, www.ci.janesville.wi.us/bids (under Government, Departments, Public
Works, Engineering, on the left sidebar “Public Works Bid Information”). Plan holder lists will be
available at this link as well. The download cost for each contract is $30.00 by inputting the Quest

2015 Wisconsin Act 55 repeals the state prevailing wage law for local governments effective
January 1, 2017. If applicable, Federal Davis Bacon wage rates are included in the Contract
Documents, as well as on file in the City Clerk’s Office.
PROOF OF RESPONSIBILITY forms in accordance with Section 66.0901(2) Wisconsin Statutes
must be filed in the Engineering Division Office within 24 hours of apparent low bid if requested.
Forms are located in the Contract Documents and also available at www.ci.janesville.wi.us (under
Government, Departments, Public Works, Engineering, on the left sidebar “Public Works Bid
Information”). Forms shall show successfully completed, similarly sized and scoped projects,
equipment, and proven experience to perform the Contract. The City’s decision regarding
qualifications shall be final.
Said work shall be commenced by, and shall be entirely completed by, the dates set in the
proposal for the specific work.
The determination of the lowest responsible and best bid will be decided by the City Engineer,
subject to review by the City Council. The Council reserves the right to reject any and all bids.
No bidder may withdraw their bid within 45 days after the actual date of the bid opening.
