CD PART 1 ADVERTISEMENT FOR BIDS C-20201 February 26, 2020 PART #1 CITY OF JANESVILLE ADVERTISEMENT FOR BIDS PUBLIC WORKS BID SCHEDULE “C” – 2020 The City of Janesville, Wisconsin hereby gives notice that it will receive electronic bids for the following listed Public Work: C2020-8 Street Construction / Reconstruction – For furnishing all the labor, materials, equipment, and doing all the work necessary for approximately 850 LF of street reconstruction on Kennedy Road, approximately 1,450 LF of new street and utilities on Myrtle Way, and an extension of sanitary sewer and water main along Delavan Drive. More specifically, the roadway work includes asphaltic pavement, crushed aggregate base course, curb and gutter, multi-use trail, street lighting, and associated traffic control, erosion control, and restoration. Utility work includes approximately 1,300 LF sanitary sewer, 2,500 LF water main, and 1,900 LF storm sewer. Quest Project Number 6856324 C2020-9 Chip Sealing – For furnishing all the labor, materials, equipment, and completing all work necessary for providing approximately 28,000 SY of chip seal application, 12,000 LF of pavement markings, inlet protection, traffic control, and all other necessary incidental construction to complete the work as specified. Quest Project Number 6856273 Confidential bids will be received until 2:00 P.M. LOCAL TIME ON WEDNESDAY, THE 25th DAY OF MARCH, 2020. All bids shall be submitted electronically through QuestCDN vBid Online Bidding ONLY -- the online bid portal will be open for vBid by March 20th, 2020. No paper bids will be accepted. All bidders shall bid in accordance with contract document’s Section 2 ‘Information to Bidders’. The above Public Work will be let to the lowest responsible bidder and must be performed in accordance with the plans, specifications, and contracts on file with the City Clerk. No bid will be considered unless accompanied by a certified check equal to 10 percent of the bid or a bid bond in equal amount, payable to the City as guaranty that if the bid is accepted, the bidder will execute and file the proper contract and performance bond within ten days from the date the lowest responsible bidder's bid is accepted. In case the bidder fails to execute such contract and performance bond within the time set by the City, the check or bid bond shall be forfeited to the City as liquidated damages. If applicable, Federal Davis Bacon wage rates are included in the Contract Documents, as well as on file in the City Clerk’s Office. PROOF OF RESPONSIBILITY forms in accordance with Section 66.0901(2) Wisconsin Statutes must be filed in the Engineering Division Office within 24 hours of apparent low bid if requested. Forms are located in the Contract Documents and also available at www.ci.janesville.wi.us (under Government, Departments, Public Works, Engineering, on the left sidebar “Public Works Bid Information”). Forms shall show successfully completed, similarly sized and scoped projects, equipment, and proven experience to perform the Contract. The City’s decision regarding qualifications shall be final. Said work shall be commenced by, and shall be entirely completed by, the dates set in the proposal for the specific work. The determination of the lowest responsible and best bid will be decided by the City Engineer, subject to review by the City Council. The Council reserves the right to reject any and all bids.
