CD PART 1 ADVERTISEMENT FOR BIDS - Schedule C BID DATE: MARCH 21, 2018 PART #1 CITY OF JANESVILLE ADVERTISEMENT FOR BIDS PUBLIC WORKS BID SCHEDULE “C” – 2018 The City of Janesville, Wisconsin hereby gives notice that it will receive electronic bids for the following listed Public Work: C2018-12 Town Square Riverwalk and Dodge Street Parking Area –For furnishing all labor, materials, equipment, and executing all work in compliance with specific terms and conditions set forth by federal and state agencies providing grant assistance for this project, and doing all the work necessary to construct approximately 1,800 Square Yards of asphalt pavement removal; 1,200 Cubic Yards of common excavation; 500 Lineal Feet of reinforced concrete storm sewer pipe and various structures; 1,100 Ton of crushed stone base; 800 Lineal Feet of concrete curb and gutter; 7,000 Square Feet of standard and colored concrete flatwork; 400 Tons of asphaltic pavement; partial river wall sawing and removal; new concrete abutment with 500 Lineal Feet of concrete filled pipe piles for a pedestrian bridge; 6,600 Square Feet of precast concrete plank board walk with 2,000 Lineal Feet of concrete filled pipe piles; 500 Ton of heavy riprap; 700 Lineal Feet of cable railing; bio-retention basin; 800 Square Feet of large gravity block retaining wall; various reinforced concrete foundations and bases; pavement marking and signage; landscaping and incidental construction. This public works project is funded in part by Federal funding through the Transportation Alternatives Program administered by the Wisconsin Department of Transportation (WDOT). The following labor regulations are in effect on this project and are considered to be a part of the contract document by reference; 1) Copeland “Anti-Kick Back” Act (18 U.S.C. 874) as supplemented in Dept. of Labor (DOL) Regulations (29 CFR, Part 3); 2) Davis-Bacon Act (40 U.S.C. 276 a to a-7) as supplemented by DOL Regulations (29 CFR, Part 5); 3) Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330) as supplemented by DOL Regulations (29 CFR, Part 5). The bidder shall have an Affirmative Action and Equal Employment Opportunity policy which sets forth, in part, goals and timetables for the employment of A Disadvantaged Business Enterprise (DBE) goal is discretionary for this project. The bidder for this project is required to submit a sworn affidavit stating that the bidder has not engaged in any collusion related to the bidding of this project. Prime contractor participation must be in accordance with Section 108.1.2 of the WDOT Standard Specifications for Highway and Structure Construction such that the prime contractor must perform at least 30 percent of the original contract amount with the contractor’s own organization. Said organization is defined as workers the contractor employs and pays directly as well as equipment the contractor owns or rents, either with or without operators. Quest Project 5581267 C2018-13 Chip Sealing – For furnishing all the labor, materials, equipment, and completing all work necessary for providing approximately 36,600 SY of crushed granite chip sealing, 25,000 LF of pavement markings, inlet protection, traffic control, and all other necessary incidental construction to complete the work as specified. Quest Project 5581318 C2018-14 Landfill Phase 5 Construction – For furnishing all the labor, materials, equipment, and doing all the work necessary for construction of a landfill liner to include: subbase excavation and filling ; gradient control layer with piping and geotextile; 4-foot thick compacted clay liner; 60-mil geomembrane liner with geotextile cushion; leachate drainage layer and sump; leachate collection piping, pump, manhole, fittings, and electrical controls; existing access road improvements; storm water drainage; site restoration; and incidentals shown on the plans and specified herein for Landfill Phase 5 Construction. Quest Project 5581388 C2018-15 Pickle Ball Court Construction – For furnishing all the labor, materials, equipment, and doing all the work necessary to complete the following approximate quantities: supply and place 1,100 Ton of crushed limestone base; supply and place 1,600 Square Yards of geotextile fabric; supply and install 325 Ton of asphaltic concrete court pavement; 550 Lineal Feet of chain link fencing; 100 Lineal Feet of pvc electrical conduit; 600 Square Feet of concrete sidewalk; supply and install 6 court nets, complete; and incidental construction. Quest Project 5581427 Confidential bids will be received until 2:00 P.M. LOCAL TIME ON WEDNESDAY, THE 21ST DAY OF MARCH, 2018. All bids shall be submitted electronically through QuestCDN vBid Online Bidding ONLY -- the online bid portal will be open for vBid by MARCH 16TH, 2018. No paper bids will be accepted. All bidders shall bid in accordance with contract document’s Section 2 ‘Information to Bidders’. The above Public Work will be let to the lowest responsible bidder and must be performed in accordance with the plans, specifications, and contracts on file with the City Clerk. No bid will be considered unless accompanied by a certified check equal to 10 percent of the bid or a bid bond in equal amount, payable to the City as guaranty that if the bid is accepted, the bidder will execute and file the proper contract and performance bond within ten days from the date the lowest responsible bidder's bid is accepted. In case the bidder fails to execute such contract and performance bond within the time set by the City, the check or bid bond shall be forfeited to the City as liquidated damages. If applicable, Federal Davis Bacon wage rates are included in the Contract Documents, as well as on file in the City Clerk’s Office. PROOF OF RESPONSIBILITY forms in accordance with Section 66.0901(2) Wisconsin Statutes must be filed in the Engineering Division Office within 24 hours of apparent low bid if requested. Forms shall show successfully completed, similarly sized and scoped projects, equipment, and proven experience to perform the Contract. The City’s decision regarding qualifications shall be final. Said work shall be commenced by, and shall be entirely completed by, the dates set in the proposal for the specific work. The determination of the lowest responsible and best bid will be decided by the City Engineer, subject to review by the City Council. The Council reserves the right to reject any and all bids.
