ADVERTISEMENT FOR BIDS
PUBLIC WORKS BID SCHEDULE “C” – 2013
The City of Janesville, Wisconsin hereby gives notice that it will receive sealed bids for the
following listed Public Work:
C2013-11 TRANSIT SERVICES CENTER
– For furnishing all the labor, materials, equipment,
and doing all the work necessary for the construction and completion of the City of
Janesville Transit Services Center to be located at 101 Blackbridge Road in
Janesville, WI 53545. Base Bid will include approximately 49,500 square feet of
new building. The work includes, but is not necessarily limited to, cast-in-place
concrete, reinforced concrete, metal fabrication, masonry, aluminum doors and
windows, rolling doors, overhead sectional doors, trench drains, steel joists and
decking, finish carpentry, hollow metal doors/frames, painting, metal wall panels,
TPO roofing, plastic laminate countertops, curb and gutter, sidewalks, plumbing,
mechanical, electrical, fire protection and others. The base bid includes multiple
building alternates. Refer to “Alternates” section of Project Manual for Descriptions.
This project is expected to be funded at 80% by the Federal Transit Administration
(FTA) and additional funding through the American Recovery and Reinvestment Act
(ARRA). Federal Davis-Bacon Act Wage Decisions apply to this project. In addition
to the DWD certified monthly payroll requests, the FTA requires the contractor to
submit weekly payrolls. The City of Janesville requires the contractor to submit those
weekly payrolls to them for transmission to the FTA. The payrolls submitted shall set
out accurately and completely all of the information required to be maintained under
section 5.5(a)(3)(i) of Regulations, 29 CFR part 5. This information may be submitted
in any form desired. Optional Form WH-347 is available for this purpose and may be
purchased from the Superintendent of Documents (Federal Stock Number 029-005-
00014-1), U.S. Government Printing Office, Washington, DC 20402. The prime con-
tractor is responsible for the submission of copies of payrolls by all subcontractors.
No bidder on Contract 2013-11 may withdraw their bid within 90 days after the actual

C2013-12 LANDFILL CLOSURE – PHASE 2
– For furnishing all the labor, materials,
equipment, supervision and doing all the work necessary to shape and haul waste for
placement of clay; 15,000 C.Y. in-place 2-ft. clay cap layer on 5% slope and 4:1
sideslope; 12,000 C.Y. rooting zone material; 4,000 C.Y. topsoil placement; 22,000
S.Y. smooth and textured geomembrane and geotextile; 7,000 C.Y. drainage layer
material; 23,000 S.Y. seeding with mulch and fertilizer; surface water control features
including 250 L.F. diversion berm; remove 160 S.Y. existing rip-rap flume and fabric
on 4:1 sideslope and restore; 120 ft. of 18” downslope flume; 400 L.F. 4” HDPE

perforated collection pipe with three 4” solid discharge pipes; 4 C.Y. rip-rap; adjust
eight 6” PVC gas wells; install 650 L.F. various HDPE gas transfer piping; adjust
various HDPE and PVC piping; extend existing gravel roadway with fabric
underlayment; 24 L.F. 18” CMP storm sewer; 215 S.Y. erosion mat; and incidentals to

Sealed bids will be received until

.All bids shall be addressed to the City Clerk’s Office, City of Janesville Municipal
Building, 18 North Jackson Street, P.O. Box 5005, Janesville, Wisconsin, 53547, and enclosed in a
SEALED ENVELOPE, marked with the name and address of the bidder and contract title for which
the bid is being submitted. All bidders shall bid in accordance with, and shall bid upon, the bid
forms included in the Contract Documents. Bids will be opened in the Council Chambers at 2:01
P.M. on the same date. The above Public Work will be let to the lowest responsible bidder and
must be performed in accordance with the plans, specifications, and contracts on file with the City
Clerk.
No bid will be read or considered unless accompanied by a certified check equal to 10 percent of
the bid or a bid bond in equal amount, payable to the City as guaranty that if the bid is accepted,
the bidder will execute and file the proper contract and performance bond within ten days from the
date the lowest responsible bidder's bid is accepted. In case the bidder fails to execute such
contract and performance bond within the time set by the City, the check or bid bond shall be
forfeited to the City as liquidated damages.

The wage scales to be paid on these projects are included in the Contract Documents, as well as
on file in the City Clerk’s Office, and all work is subject to Section 66.293 of Wisconsin’s Statutes.

. The form is contained in the Contract bidding documents and also available at
www.ci.janesville.wi.us (under Departments & Services drop-down choose Public Works; then
Engineering Division; then click Documents tab on left side and choose Bidder’s Proof of
Responsibility). Forms shall show sufficient financial ability, equipment, and experience to perform
the Contract. The City’s decision regarding qualifications shall be final.
Said work shall be commenced by, and shall be entirely completed by, the dates set in the proposal
for the specific work.

The determination of the lowest responsible bid will be decided by the City Engineer, subject to
review by the City Council. The Council reserves the right to reject any and all bids.
On Contract 2013-11 ONLY, no bidder may withdraw their bid within 90 days after the actual date
of the bid opening. Otherwise, no bidder may withdraw their bid within 45 days after the actual
date of the bid opening.
