#2 Minutes 03-08-11 LEISURE SERVICES ADVISORY COMMITTEE MEETING MINUTES March 8, 2011 7:00 PM MUNICIPAL BUILDING FOURTH FLOOR TRAINING ROOM #416 Members Present: Kevin Reilly, Betty Schwarz, Steve Ellis, Sandra Hendricks, Jayme Roth, Lorie Markus, and City Council Member Tom McDonald Members Absent: Francis James, Frank Dmuchowski, Lynn Jones, and Bill Jass Staff Present: Cullen Slapak and Tom Presny Chairperson Kevin Reilly called the meeting to order at 7:00 PM in the Fourth Floor Training Room #416 of the Municipal Building. TH APPROVAL OF THE NOVEMBER 9, 2010 MEETING MINUTES A motion was made by Sandy Hendricks and seconded by Betty Schwarz to approve the meeting minutes. Motion carried. TH APPROVAL OF THE JANUARY 11, 2011 MEETING MINUTES A motion was made by Sandy Hendricks and seconded by Lorie Markus to approve the meeting minutes. Motion carried. TRAXLER PARK LAND RINK UPDATE Tom Presny shared that the fall 2010 constructed outdoor skating land rink at Traxler Park served skaters for over two months this past winter. This is the longest time span for Traxler Park skating in recent history. This rink is now an impoundment system. City water flows through a cooling pond and out into the rink to depths of between 7” -15”. Ice forms on top of slow flowing water much as it would in a natural pond. Ice thickness was measured over 12” during the coldest times. There appears to be a water leak at the central drain area of the rink which will require repair once the rink is drained and dries out. OAKHILL CEMETERY UPDATE Tom Presny began with a brief overview of the City of Janesville’s ownership and operation of Oakhill Cemetery since April of 2009. The cemetery has been in existence since the 1850’s. Cullen Slapak shared that the cemetery is operated year round by two full time city employees and three summer seasonal employees. They maintain the 90 acres of lawn and over 24,000 graves. There is room for an additional 24,000 future burials. Cullen works with an ad hoc cemetery advisory committee to consider needs and priorities. A new maintenance building is planned for construction at the cemetery this year. PARKS DIVISION CAPITAL PROJECTS UPDATE Tom Presny provided an overview of new park related construction projects for 2011. They include: repair of the fishing pier at Kiwanis Pond $29,000, new storage buildings at Riverside Park and Oakhill Cemetery $100,000 each, playgrounds at Harmony Grove and Pershing playgrounds $70,000, trail retaining wall replacement under I-39/90 $30,000, and a new parking lot in Palmer Park next to Palmer Drive $200,000. RECOGNITION OF KEVIN REILLY AND JAYME ROTH FOR THEIR SERVICE TO THE CITY OF JANESVILLE Tom Presny read thank you letters from City Council President Kathy Voskuil for both Kevin Reilly and Jayme Roth having completed their second and final three year term on the Leisure Services Advisory Committee. Each received a black city binder for their service to the city. MATTERS NOT ON THE AGENDA There was committee discussion about the need to both replace Kevin Reilly and Jayme Roth who are unable to serve any longer as well and to invite and encourage absent committee members to attend future meetings. If member has no interest or unable to serve any longer they should be encouraged to step down so that other citizens can service. It was suggested that in the meeting minutes we should also list the names of absent committee members. ADJOURNMENT Motion made by Sandy Hendricks and seconded by Steve Ellis to adjourn.
