7-11-12 Meeting Notes Sidewalk Task Force Committee Meeting Notes July 11, 2012 Approved August 1, 2012 PRESENT: Committee Members - Scott Bever, Dave Hyde, Sam Liebert, Ed Madere, Tom McDonald, Russ Steeber, Carol Tidwell, Dan Warden, and Bob Yeomans Staff - Eric Levitt and Carl Weber Distributed:  An 11 X 17 Map of Construction Round 1 and 2 Block Analysis Ranking Map – Zones 1 and 2 (one side) and All Sidewalk Analysis Ranking Map – Zones 1 and 2 (other side) was distributed to committee members.  Sidewalk Priority Ranking Table dated 7/11/2012. The committee approved the meeting notes for June 27, 2012 and July 5, 2012. Chair Tidwell revisited the definition and guidelines of consensus along with the meeting ground rules that were distributed and discussed at their second meeting on May 31, 2012. Each member then expressed his bias/beliefs about sidewalks. Chair Tidwell suggested she assume the role as facilitator and not as a participant since the committee is reduced to nine members. She offered to list her ideas for filters as a starting point for committee discussion. Committee members agreed. Filters  35 Criteria Ranking # for Cut Off = Equal or Above ranking of 35 – sidewalk is recommended unless filter kicks it out o Below ranking of 35 – no sidewalk recommended unless filter puts sidewalk in o  Side of Street Rebuttable presumption: both sides unless local; no presumption for collector o  Connectivity to existing sidewalks  >3 Cost Benefit Analysis: times median cost of regular sidewalk with no obstructions  Common Sense (significant objective reason to include or exclude)  Property Owner Preference Preference not expectation o Local street only o No gaps/connectivity problem o Limited in time o Area – blocks – both sides – intersection to intersection o All property owners agree no sidewalk o Committee did not have time to discuss and review Property Owner Preference suggestion. Discussion continued on the timeline for 2012 sidewalk installation. Any recommendations for rd 2012 sidewalk installation would need to be placed on the City Council’s July 23 agenda for approval. Committee member Steeber asked the committee to review two 2012 sidewalk program street segments they placed on hold for recommendation at this time. After discussion and by consensus, the committee recommended #1 Wright Road (from Skyview to Brunswick) and #4 Page 1 of 2 rd Wright Road (from Ruger to Skyview) be forwarded to the July 23 City Council agenda recommending sidewalk installation this year. Carl Weber then asked the committee for clarification on:  #16 Wright Road (from Ruger to Canterbury) - Committee approved recommending sidewalk with the four undeveloped lots deferred until development.  #32 Midland Road (Midland to 600 block) – Committee approved recommending sidewalk.  #39 Midland Road (Palmer to 400 block) – Committee approved recommending sidewalk. Next meeting is Wednesday; August 1, 2012; at 2:30PM in Training Room #416. Public input:  Al Lembrich, 541 Miller Avenue – Committee should visit each site by bus. Funding is not reason why residents do not want sidewalk; not needing them is the issue.  Jim Fowler, 4015 Wilshire Lane – Referencing the proposed sidewalk filter, “Property Owner Preference – All property owners agree with sidewalk”, he hopes the committee will consider when one person vetoes the installation of sidewalk.
