As part of the 2012 budget process, the City Council approved a recommendation from the
Public Works Department to change how trash and recyclables are collected – from a manual
collection system to an automated system. This brochure shares the information you need to
participate in the automated collection program.

Automated Collection Basics
Automated collection is a system where specialized wheeled carts are used to store your trash
and recyclables. The carts are emptied using a mechanical arm on the collection vehicle, which is
more efficient than manual collection. This system is also safer for collection employees
because the mechanical arm does the lifting.
During the month of September 2012, the City’s cart vendor will deliver the trash and recycling
carts to your house. Beginning the week of October 1, 2012, you should begin placing your trash
cart for collection on your normal collection day. You should start using your recycling cart the
same week, or the week of October 8, 2012, depending upon your collection schedule for
recyclables. You should continue to follow your current, every-other-week recycling schedule (a
map and calendar are included on the inside of this brochure).
Do not use the wheeled carts prior to October 1, 2012 – they will not be serviced.
From October 1, 2012 and thereafter, you must use the carts in order to have your trash
and recyclables collected. Materials placed outside the carts will not be collected.
Please remember the following:
All trash must be placed in the trash cart (blue lid) with the lid substantially closed. If
trash isn’t in the cart, it cannot be collected.
All recyclables must be placed in the recycling cart (gray lid with picture) with the lid
substantially closed. If recyclables are not in the cart, they cannot be collected.
You no longer have to separate your recyclable paper products from your recyclable
containers – they can all be mixed together in the cart provided for recyclables.
Once automated collection begins, you may begin recycling all plastic containers
numbered 1-7 and plastic shopping bags!
Collection Information
Trash will continue to be collected weekly and recyclables will continue to be collected every
two weeks. Initially, there will be no changes to your collection day or which week your
recyclables will get collected. Some changes may take place a few months after collection
begins, but you will be notified separately if that occurs. The time of day you are accustomed to
having your trash and recyclables collected is likely to change. So it is important to have your
carts placed at the curb by 7:00 A.M. on your scheduled collection day, as required by City
Ordinance.
What Should You Recycle
The picture on the gray lid of the recycling cart illustrates the types of recyclable materials to be

Cart Placement
All carts must be placed either in the curb line or immediately adjacent to the curb line. If on-
street parking is allowed on your side of the street, you can place your cart is in the street with
the wheels against the curb. If placing carts in the street will obstruct traffic, carts should instead
be placed at the end of your driveway or on the terrace within one foot the curb. In all cases,
make sure the arrows on your cart’s lid point toward the street and your cart is at least three feet
from any fixed objects such as mailboxes, trees, street lights or parked vehicles. Please leave a
two to three foot gap between carts placed next to each other.
During the winter, do not place your carts in the curb line unless you are certain City crews
are not or will not be plowing. Carts placed in the curb line during plowing operations are
likely to become damaged. Instead of the curb line, place carts on the terrace or in your
driveway, as described above.

If your side of the street has on-street parking, you can place your carts for collection in the street
with the wheels against the curb.

Or, you can place your cart for collection at the end of your driveway or on the terrace, within
one foot of the curb.
Too Much Trash & Recycling?
If you occasionally have more trash or recycling than what fits in your cart, you may wish to
ask a neighbor if you can add your materials to their carts. Or you could hold onto some
materials until the next scheduled collection. You can bring excess recyclable materials to one
of several recycling centers in Janesville, and excess trash to the City’s sanitary landfill on Black
Bridge Road. If you are moving and have a significant volume of trash, it is your responsibility
to ensure all the waste is properly disposed, and not left on the terrace outside of carts. In these
cases, you may wish to hire a local private waste hauler for assistance.
If you routinely find you have more materials than will fit in the carts, call the City Services
Center at 608-755-3110 to learn how to obtain additional carts. Additional recycling carts are
free, but additional trash carts must be purchased. Please remember all trash and recyclables
must be placed in their respective carts in order for the materials to be collected.
Damaged or Stolen Cart?
The City’s carts are covered top to bottom by a ten year warranty. If your cart is damaged, please
call the City Services Center at 755-3110. A staff member will be sent to your residence to fix or
replace your cart. This service is provided free of charge if the damage occurred during the
warranty period and provided the cart was not damaged due to negligence on your part.
If your cart is stolen, you will need to file a report with the Police Department by using their
online minor incident report form or by calling 755-3100; then, contact City Services at 755-
3110 and a new cart will be delivered to you.

Information for Business Owners & Landlords
Business owners interested in participating in the automated collection program, or landlords
wishing to change the number of carts present at their rental properties, are asked to contact the
City Services Center at 608-755-3110.
Holiday Schedule
Once automated collection begins, collection around holidays will change as follows:
If the actual (not observed) holiday falls anywhere Monday through Friday
There will be no collection on the holiday.

If your collection day falls on the holiday, or any day after the holiday, collection

will be delayed by one day. For those whose collection day is normally Friday,
this will mean collection is delayed to Saturday.
If the actual (not observed) holiday falls on a Saturday or Sunday
There will be no changes to the regular collection schedule.

Service Delays or Cancellations
The City makes every effort to collect trash and recycling as normally scheduled. However,
situations may arise,, such as significant snow fall, which may result in collection being delayed
or cancelled. Listen to the radio or visit the City’s website at www.ci.janesville.wi.us to keep
updated regarding any collection changes due to inclement weather.
