6-13-12 Meeting Notes Sidewalk Task Force Committee Meeting Notes June 13, 2012 Approved June 21, 2012 PRESENT: Committee Members - Scott Bever, Dave Hyde, Sam Liebert, Ed Madere, Tom McDonald, Russ Steeber, Carol Tidwell, Dan Warden, and Bob Yeomans Staff - Eric Levitt and Carl Weber Visitors – Jim Fowler, Bill Olmsted (the Janesville Gazette), and Helen Kummer ABSENT: Committee Member Chuck Behm Committee approved meeting notes of June 11, 2012 after revising a sentence on page 2 under #8 Address the gap – how long is a gap? to read, “Committee agreed to talk about combining personal preference of property owners with neighborhood preference.” Carl Weber distributed to members a City of Janesville Comprehensive Plan Map of future uses of land in and near the City. He indicated staff is in the process of creating a map identifying where multifamily units are located. Discussion began regarding the updated criteria list and the optional criteria submitted by Scott Bever dated 6/12/12. A suggestion was made to use the optional criteria for the weight system. Others recommended the committee get through the criteria and then decide if items should be combined or pulled apart before ranking. Regarding preferences, personal and neighborhood preferences should be separate filters. Discussion continued to define distance/separation. The group chose to use ¼ mile to ½ mile. #8 Address the gap – how long is a gap? A block – street to street Filter #4 – general connectivity & common sense application Committee discussed next step is to quantify and rank criteria. The highest priority area will be ranked with the highest points. Each committee member had five votes and cast them among the criteria. Point values are assigned in relation to criteria vote results above. 100 Point System Street Classification (Traffic) 25 (Notes: both sides? Public input:  Helen Kummer, 3521 Woodhall Drive – Suggested committee should tour area to see topography instead of looking at a flat map. She was informed it will cost the City $21,500 to install a sidewalk on Wright Road from Skyview Drive to Ruger Avenue and does not consider this a sensible sidewalk. Page 2 of 3 Tom McDonald replied most of the members have toured the area and the committee intends to view it again. Their intent now is to develop a set of criteria.  Jim Fowler, 4015 Wilshire Lane – Questioned calculation of pointing system.
