SUBJECT: Council Action on an Application for an Operator’s License by
William R. Miller
On April 20, 2012, William R. Miller applied for a City of Janesville Operator’s
License. On April 25, 2012, the application was denied based on his arrest
record involving alcohol. Mr. Miller has five O.W.I Arrests with the fifth arrest
being a felony. Mr. Miller wrote a letter to the Alcohol License Advisory
Committee (ALAC) appealing the denial of his application. The City Clerk’s office
responded to Mr. Miller on May 23, 2012 via a letter and informed him he was
scheduled to appear at the June 5, 2012 ALAC meeting. Mr. Miller called the
City Clerk’s Office prior to June 5, 2012 stating that he was unable to leave his
employment to attend the ALAC meeting. Mr. Miller asked to appear before the
city council to offer his position on the denial. The ALAC voted unanimously to
uphold the denial. Mr. Miller now appeals to the Common Council.
