Carol Tidwell was appointed as Chair of the committee.
Eric Levitt provided an overview of materials distributed and a brief summary of the
history of the Pedestrian Transportation Corridor Plan (PTCP – referred to as the
Sidewalk Plan). When a development was brought forward to staff, a plan for
infrastructure was put in place (i.e. neighborhood plan). The PTCP (Sidewalk Plan) is a
compilation of neighborhood plans. The City Council held a study session on sidewalks
on September 6, 2007 and approved the unfunded planned sidewalk in this plan at their
meeting on January 14, 2008. Council directed staff to develop a seven-year plan for
the unfunded sidewalk. Eric shared that his concept of the committee is to create its
own methodology or strategy for sidewalks and then apply that method to the sidewalk
plan to see if it works.
The committee concluded their mission/strategy is to provide the City Council a
recommendation of changes to the Pedestrian Transportation Corridor Plan for in-fill
unfunded sidewalk. The projected timeline for City Council review is: 2012 Sidewalk

Plan recommendations at City Council’s July 9 meeting; 2013 Sidewalk Plan

recommendations at City Council’s November 12 meeting; and remaining sidewalk
plan at City Council’s March 11, 2013 meeting. The committee will be voting by
consensus, thereby all members agreeing they can live with decision. This process
encourages open, honest and active participation. Chair Carol Tidwell will supply
committee ground rules to members.
Discussion continued on whether public input will be permitted during a meeting. Staff
will review City Council meeting videotape of May 14, 2012 for clarification on Council
directive. A suggestion was made for staff to supply the committee with the dates when
sidewalk was on the Council meeting agenda. This would provide an opportunity for
committee members to hear citizen input received by accessing the Council meeting
videotape through the City’s website. Eric was asked if the City could establish an e-
mail connection to the committee on the City’s website. This would allow public input
and e-mail would be dispersed to each committee member.
Russ Steeber recommended committee members receive a copy of the old
neighborhood plans for zones 1 and 2 to show City’s intent of original development.
Committee scheduled next two meetings for: Thursday; May 31, 2012; 2:30PM-4:30PM
and Monday; June 4, 2012; 2:30PM-4:30PM. Eric will attempt to hold next meeting at
the Municipal Building in Training Room #416 (fourth floor).
