QUARTERLY MEETING OF THE TRANSPORTATION COMMITTEE OF THE CITY OF
JANESVILLE, HELD IN THE MUNICIPAL BUILDING COUNCIL CHAMBERS, ON MAY 9, 2012 AT
4:30 P.M.
THE MEETING WAS CALLED TO ORDER BY COMMITTEE CHAIRMAN REENTS AT 4:30 P.M.
COMMITTEE MEMBERS PRESENT: BRAD REENTS, EDWIN JAMES, ALAN FUGATE, RUSS
STEEBER AND JASON STOUT.
STAFF MEMBERS PRESENT: DENNIS RYAN, KARISSA CHAPMAN, AND DEPUTY CHIEF JOHN
OLSEN.

B. CHAIRPERSON SELECTION
Committee Member Steeber motioned to maintain Brad Reents as the Committee Chairman.
Committee Member Fugate seconded. The vote was 4-0-1 with Brad Reents abstaining.
C. MINUTES
Meeting of November 9, 2011. Said minutes were approved. (February 2012 meeting
cancelled)
D. ORIENTATION
TheCommittee did not have any questions about the materials.
E. STOP SIGNS/YIELD SIGNS
1. Cornelia Street & Walker Street
Mr. Ryan presented the Engineering Division’s recommendation to deny the request for
control at this intersection and presented the Committee with a corrected “crash” summary.
The requestor, Ms. Jaleh Shahlapour (534 Cornelia St.), was present to speak in favor of
stop signs at this location, citing safety concerns with a “hill”, near misses, kids on bikes,
and Cornelia being a bus route. Committee Member Steeber commented on the crash
history. There was discussion between staff and the Committee regarding nearby
intersections with vision issues and their respective controls. Committee Member James
motioned to approve the Engineering Division’s recommendation to deny the request.
Committee Member Stout seconded and the vote was 4-1-0 (with Committee Member
Steeber opposed).
F. TRAFFIC SIGNALS (OR ALL-WAY STOP)
1. East Milwaukee Street & Morningside Drive
Mr. Ryan presented the Engineering Division’s recommendation for no changes to this
intersection. There were no citizens present to speak. Committee Member Steeber asked
if pedestrian counts were included in the study, citing he was aware of some school
children that cross Milwaukee at this intersection. Mr. Ryan responded that they were not,

indicating the “pedestrian warrant” for signals is for extremely high pedestrian volumes
(University-type settings). Discussion between staff and the Committee included;
pedestrians crossing at this location (rather than at the Pontiac traffic signal), the age of
the pedestrians, nearby schools, “Safe Routes to School”, and nearby apartment buildings.
Committee Member Steeber suggested tabling this item until pedestrian counts were
gathered and motioned to accomplish his suggestion. The motion failed. Committee
Member James indicated traffic signals may increase speeds on Milwaukee and motioned
to approve the Engineering Division’s recommendation that no changes be made to the
intersection. Committee Member Fugate seconded and the vote was 4-1-0 (with
Committee Member Steeber in opposed).
G.MATTERS NOT ON THE AGENDA
There were none.
The meeting was adjourned at 5:02 p.m.
The next meeting is scheduled for 4:30 Wednesday, August 8, 2012.
