Approval of November 11, 2011 meeting minutes Please find attached the minutes of the last meeting for the committee’s review and approval. Selection of recommended nominees for the following Boards, Commissions and Committees There are several upcoming vacancies for Janesville’s boards, commissions and committees. Please find attached a fact sheet for each committee’s vacancies. Also attached are the application forms for the individuals interested in serving. Current members eligible for re-appointment or alternate members interested in becoming voting members are marked for your information. Staff sent letters to board, commission and committee chairs asking them to share comments about any members eligible for re-appointment and any thoughts regarding attributes they would like to see in new members. Received comments are attached for your information. Also, please find attached a chart depicting the residency rules for each city committee. While the Citizens Advisory Committee on Appointments is not officially authorized to make recommendations for nominees to the Police and Fire Commission and the Plan Commission, the City Manager has asked this committee to provide a recommendation regarding these appointments. Please find attached fact sheets and applications for these vacancies. Following any committee discussion, staff asks the committee recommend applicants for nomination for these vacancies. Members may make a motion to nominate an applicant; once a second is received, a vote will be taken. A simple majority is needed (3 of 5 votes). Committee Members Present:Ron Combs, Judith Detert-Moriarty, Ed Pulliam, David Riemer, andLarry Squire Staff Present: Rebecca Smith Agenda Items Roll Call The meeting began at approximately 11AMwithCombs,Detert-Moriarty,Pulliam, Riemer andSquirepresent. Smith passed out paper copies of a letter of recommendation email dated 11/7/11 from Councilmember Sam Liebert to the committee members present at the meeting. Smith shared with the group that she forwarded the email to the entire committee when it was received, but also wanted to provide paper copies to those present at the meeting. Approval of October 20, 2011 meeting minutes Squiremotioned approval of the minutes.Combsseconded the motion and the vote was5-0-0in favor. Selection of recommended nominees for the following Boards, Commissions and Committees: Community Development Authority John Smecko Following committee discussion, Combsmotioned to recommend fill the voting member vacancy. Pulliamseconded the motion and the vote was 5-0-0in favor. Matters Not on the Agenda Mr. Peter Apted requested an opportunity to speak. Detert-Moriarty suggested the committee list on future meeting agendasa time for public comment. Other committee members explained that comments may be allowed at the discretion of the Committee Chair, so a separate agenda item is not necessary. After brief discussion, the consensus of the committee was to have the Chair decide if public comments would be accepted, but suggested any comments be limited to three minutes. Detert-Moriarty, serving as Chair for the meeting, allowed public comments. Mr. Apted recommended Ms. Andreah Briarmoon for the CDA vacancy because she is a homeowner in the Fourth Ward. Ms. Andreah Briarmoon then shared a few comments. She hopesto be considered in the future for CDA vacancies because she has a long history in the real estateindustry and raised five children as a single parent in an economically disadvantaged environment. She shared that she understands the culture of the neighborhood and would be honored to serve on the CDA. Reimer asked Smith if the CDA only focuses on thefourth ward/downtown area. Smith shared their primary focus is the central city neighborhoodsand Janesville residents throughout the city that are at low income levels. Mr. George Fenn also shared his thoughts on the purpose and restrictions of the CDA. The meeting adjourned at approximately11:15AM. The Commission also makes recommendations to the common council, and establishes guidelines and develops criteria for construction, alteration, or demolition of improvements within a historic district. The following duties and responsibilities are taken from chapter 18.36.070 section c.ii. titled “Powers, Duties and Responsibilities of the Historic Commission.” The historic commission shall have: 1. To make recommendations to the common council that certain areas be designated as historic districts; 2. To develop an historic overlay district plan for each district designated; 3. To establish guidelines and develop criteria for construction, alteration, or demolition of improvements within an historic district; 4. To determine an appropriate system of markers of designated historic districts; 5. To advise and assist owners, occupants or persons in charge of improvements in an historic district regarding physical and financial aspects of preservation, renovation, rehabilitation and reuse; 6. To review any applications for a certificate of appropriateness and to require the presentation of such plans, drawings, elevations and other information as may be reasonably necessary for such review; 7. To grant or deny a certificate of appropriateness to any applicant; 8. To issue a statement of waiver when required by this section; 9. To obtain certification of this ordinance title with the State Preservation Officer and with the Secretary of the United States Department of the Interior, in order to permit historic structures to qualify under this title for applicable benefits under the Tax Reform Act of 1976; 10. To develop and implement rules of procedure for hearings and meetings convened by the historic commission; 11. To promote community education, interest and support for preservation and enhancement of such historic districts.
