Advertisement for Bid - Janesville Innovation Center 24 January 2012 PART #1 CITY OF JANESVILLE ADVERTISEMENT FOR BIDS PUBLIC WORKS BID SCHEDULE “B” – 2012 C2012-9, JANESVILLE INNOVATION CENTER The City of Janesville, Wisconsin hereby gives notice that it will receive sealed bids for the following listed Public Work: C2012-9 Innovation Center – For furnishing all the labor, materials, equipment, and doing all the work necessary for a new 22,000 S.F. single story pre- engineered steel building with a concrete slab on grade and concrete frost foundation. The façade is clad on metal panels and masonry. The City- owned facility will serve an economic incubator facility with individual tenant spaces that are offices and production spaces with loading docks. The facility also includes a common conference room and toilet rooms. The project is being bid for single prime lump sum bid complete with all aspects of construction including site, heating, plumbing and electrical. (Quest Project #1816380) 2:00 P.M. LOCAL TIME ON WEDNESDAY, THE 15TH Sealed bids will be received until DAY OF FEBRUARY, 2012 .All bids shall be addressed to the City Clerk’s Office, City of Janesville Municipal Building, 18 North Jackson Street, P.O. Box 5005, Janesville, Wisconsin, 53547, and enclosed in a SEALED ENVELOPE, marked with the name and address of the bidder and contract title for which the bid is being submitted. All bidders shall bid in accordance with, and shall bid upon, the bid forms included in the Contract Documents. Bids will be opened in the Council Chambers at 2:01 P.M. on the same date. The above Public Work will be let to the lowest responsible bidder and must be performed in accordance with the plans, specifications, and contracts on file with the City Clerk. No bid will be read or considered unless accompanied by a certified check equal to 10 percent of the bid or a bid bond in equal amount, payable to the City as guaranty that if the bid is accepted, the bidder will execute and file the proper contract and bond within ten days from the date the lowest responsible bidder's bid is accepted. In case the bidder fails to execute such contract and bond within the time set by the City, the check or bid bond shall be forfeited to the City as liquidated damages. The form is contained in the Contract bidding documents and also available at www.ci.janesville.wi.us/bids. Forms shall show sufficient financial ability, equipment, and experience to perform the Contract. The decision regarding qualifications shall be final. The wage scales to be paid on these projects are included in the Contract Documents, as well as on file in the City Clerk’s Office, and all work is subject to Section 66.293 of Wisconsin’s Statutes. Attention to BIDDERS is particularly called to the requirements to conditions of employment to be observed and minimum federal and state wage rates to be paid under contract. All Bidders and Contractors are required to comply with Executive Order 11246- Equal Opportunity (EEO) as amended and explained in the “EDA Contracting Provisions for Construction Projects” of the specifications and 41 CFR 60-4. Said work shall be commenced by, and shall be entirely completed by, the dates set in the proposal for the specific work. The determination of the lowest and best bid will be decided by the City Engineer, subject to review by the City Council. The Council reserves the right to reject any and all bids.
