1. Policy Report A. Board Representatives and Liaisons
Library Board Appointed Representatives and Liaisons.
The Library Board has relationships with two organizations that directly support the operation of
the Hedberg Public Library. One of those organizations is the Arrowhead Library System
(“ALS”), and the other is the Hedberg Public Library Foundation (“Foundation”). The
organizational bylaws for ALS and the Foundation require representatives from the Hedberg
Public Library Board to serve on their respective Boards. These representatives have full voting
rights and have the authority to act on behalf of the Hedberg Public Library.
In order to create effective partnerships with other organizations that serve to support the mission
of the library, a member of the Library Board may be appointed to serve as a liaison. A liaison is
someone who “establishes and maintains communication for mutual understanding and
cooperation.” A liaison is not a member of that organization’s Board, nor do they have voting
rights. Currently the Library Board appoints one liaison to attend and report back on the
activities of the Friends of the Hedberg Public Library.
