I.ROLL CALL
Members Present: Backenkeller, Bishop, Conley, Hyzer, Rollette,

II.APPROVAL OF MINUTES “C”
Minutes of the August, 16, 2011 were corrected to show that Heiser,
Swanson, and Douglas were absent.
III.PUBLIC COMMENT
Neil Deupree, League of Women Voters, informed the committee that
the even 350.org is this Saturday, September 24. The League of
th
Women Voters did not organize a special event, however, a book
study of Bill McKibben’s Eaarth will take place at 9:30am at Basics
Cooperative. The League of Women Voters is moving toward starting a
recycling study for Janesville.
IV.CONSIDERATION OF COMMENDATIONS
Committee member Backenkeller recommended that the organizers
of the Rotary Corn Roast be commended for their excellent trash and
recycling pick up at the event.
V.SUBCOMMITEE UPDATES
a.Green Action Plan subcommittee update (Rollette, Backenkeller)
Backenkeller informed the committee that Al Hulick is in the process
of writing a Request for Proposals for consultant services in order to
write the Plan. Committee member Swanson offered to help with
the RFP.
b.RAH Program subcommittee update (Backenkeller)
Backenkeller indicated that she will be meeting with Shelley Slapak
of the Recreation Department and Sherman Sanitation on
September 27th to discuss better options for special events.
c.Solid Waste Alternatives subcommittee update (Backenkeller)
Backenkeller met with John Whitcomb, Operations Director, to
discuss waste and recycling. The landfill and recycling center are
accepting less waste this year than previous years. A landfill ban on
shingles would need to be discussed with the City Manager and
City Council.
d.Committee Publicity (Conley)
Conley offered to write press releases for commendations. Conley
will contact Al Hulick to see if he is already doing this.
VI.NEW BUSINESS

VII.CITY STAFF UPDATE (Nolan)
Nolan provided a brief update regarding the status of the EPA
Brownfield Assessment Grant award. She also gave the committee an
update on the State of Good Repair (SOGR) Grant submitted to the
Federal Transit Administration for the Transit Operations and
Maintenance Facility. Nolan briefed the committee on the technology
and features included in the draft design of the future facility.
VIII.CITY COUNCIL UPDATE (Rashkin)
None.
IX.MATTERS NOT ON THE AGENDA
Backenkeller told committee of a conversation with Rashkin in which
he mentioned a friend who owns a business in Janesville. The City picks
up the trash at the business but not the recycling. This is due to an old
policy that omits recycling pickup. This is a policy the City Council
would need to decide.
Backenkeller informed the committee of the award Al Sweeney will be
receiving for his work on the PACE program in Rock County.
X.NATURAL STEP STUDY CIRCLE DISCUSSION (Rollette)
a.Introduction and Chapters 1-5
Rollette led discussion. Members discussed overall reaction to the
book and how Janesville could adopt the Natural Step framework.
