Approval of October 20, 2011 meeting minutes Please find attached the minutes from the October 20, 2011 meeting for the committee’s review and approval. Selection of recommended nominees for the following Boards, Commissions and Committees There is a vacancy on the Community Development Authority. Please find attached a fact sheet. Also attached are the application forms for the individuals interested in serving. The citizen the committee originally recommended to serve on the CDA is not a resident and therefore can’t be appointed to this position. (State statute requires CDA members to be residents.) On his application he used his work address and staff didn’t know he was a non-resident until he was called to confirm his interest in serving. This is the first time we have had this issue; staff will modify the form to make it clearer that home addresses are needed. At the October 20 meeting one of the citizens in attendance indicated she applied, but staff did not have her application and it was not distributed to the committee. After the meeting, staff checked the records and staff did not have her application on file. When staff determined another meeting of the committee was necessary due to the non-residency of the recommended volunteer, staff contacted the citizen. Staff requested she complete an application if she is interested in serving on the CDA. The citizen submitted her application and it is included with this agenda packet for the committee’s review. Following any committee discussion, staff asks the committee recommend an applicant for nomination. Members may make a motion to nominate an applicant; once a second is received, a vote will be taken. A simple majority is needed (3 of 5 votes). Committee Members Present: Ron Combs, Judith Detert-Moriarty, Ed Pulliam, David Riemer, Larry Squire and Mary Willmer-Sheedy Staff Present: Rebecca Smith Agenda Items Roll Call The meeting began at approximately 2:30PM with Combs, Detert-Moriarty, Pulliam, Riemer, Squire and Willmer-Sheedy present. Approval of June 23, 2011 and September 29, 2011 meeting minutes Reimer motioned approval of the minutes. Detert-Moriarty seconded the motion and the vote was 5-0- 0 in favor. Selection of recommended nominees for the following Boards, Commissions and Committees: Mr. George Fenn was present at the meeting and Willmer-Sheedy allowed him time for brief comments. Mr. Fenn shared that he is here as a CDA member and a concerned citizen. He would like to recommend Ms. Andreah Briarmoon for the CDA vacancy. Willmer-Sheedy indicated the committee did not have her application in their packet for review and inquired whether all applications were present. Smith said all applications for the CDA were shared with the committee. Smith asked if Ms. Andreah Briarmoon recalls when or how she provided her application. Ms. Andreah Briarmoon indicated she emailed her application to select members of the Citizen Advisory Committee on Appointments and also hand delivered her application to the municipal building. Ms. Andreah Briarmoon did not recall the date or time that she hand delivered her application. Smith then reiterated she did not have a record of her application. Reimer shared that he did not recall receiving her application directly from her by email. Willmer-Sheedy said the Committee is only able to consider applications received by the City and provided to the Committee through the standard process; committee members do not receive applications directly from citizens. Willmer-Sheedy said that if staff determined her application was not included by mistake, her application could be reviewed for a future vacancy. Community Development Authority Scott Hennings Following committee discussion, Detert-Moriarty motioned to recommend fill the voting member vacancy. Reimer seconded the motion and the vote was 5-0-0 in favor. The meeting adjourned at approximately 2:45PM. These minutes are not official until approved by the Citizen Advisory Committee on Appointments. Rebecca Smith, Management Assistant Page 1 Fact Sheet for Community Development Authority Purpose The CDA is responsible for providing oversight into the Rental Assistance Program; and planning and implementing various community development programs including: housing improvement programs, homeownership programs, and neighborhood redevelopment programs. Vacancy  1 vacancy (term expires 2013) Eligibility to Serve To be eligible for an appointment to this committee, residents must have interest or knowledge in the committee’s subject matter and residency in the City of Janesville is required. Volunteers should also be available to meet at the committee’s regular meeting time.
