QUARTERLY MEETING OF THE TRANSPORTATION COMMITTEE OF THE CITY OF JANESVILLE, HELD IN THE MUNICIPAL BUILDING COUNCIL CHAMBERS, ON AUGUST 24, 2011 AT 4:30 P.M. THE MEETING WAS CALLED TO ORDER BY COMMITTEE MEMBER FUGATE AT 4:30 P.M. COMMITTEE MEMBERS PRESENT: ALLEN FUGATE, JASON STOUT AND EDWIN JAMES WERE PRESENT. RUSS STEEBER AND BRAD REENTS WERE ABSENT. STAFF MEMBERS PRESENT: DENNIS RYAN AND KARISSA CHAPMAN. AGENDA ITEMS: A. ROLL CALL B. MINUTES Meeting of May 11, 2011. Said minutes were approved. C. STOP SIGNS/YIELD SIGNS 1. Hawthorne Avenue & Mayfair Drive Vicinity 1.a Mayfair Drive & Woodman Road 1.b Hawthorne Avenue & Mayfair Drive 1.c Hawthorne Avenue & Hoover Street Committee Member Fugate suggested doing an abbreviated report indicating the packet information was thorough and straight-forward. Committee Members James and Stout agreed. The requestor, Debbie Lowry, sent a letter via email in favor of signage at the studied locations which was provided to the Committee Members present. The motions for the items were as follows: 1.a) Committee Member James motioned to approve the Engineering Division’s recommendation to deny stop signs but approve a yield sign on Woodman. Committee Member Stout seconded and the vote was 3-0-0 in favor, 1.b) Committee Member Fugate motioned to approve the Engineering Division’s recommendation to deny stop signs and maintain the existing yield sign control. Committee Member Stout seconded and the vote was 3-0-0 in favor, 1.c) Committee Member James motioned to approve the Engineering Division’s recommendation to deny the request for stop signs at this location but approve yield signs on Hoover. Committee Member Fugate seconded and the vote was 3-0-0 in favor. There was a brief discusion about the Ordinance change process to follow at Council level. D.ADULT CROSSING GUARDS 1. City-Wide Location and Criteria Review Mr. Ryan presented an overview of this topic. There was discussion between staff and the Committee regarding the 2006 study report, existing locations, and locations that have been eliminated over the years. Committee Member James had submitted a revised motion via email which stated: \\petey\COJHome\Development\Engineering\Traffic & Parking\Transportation Committee\Minutes\2011\TRANS_MIN_AUGUST_2011.doc RECORD OF THE TRANSPORTATION COMMITTEE 24 AUGUST 2011 PAGE 2. “City staff is requested to follow up on the 2006 Crossing Guard review by conducting new student counts at the six crossings classified as “did not meet” or “marginal” at that time. Counts are not to be announced in advance. Results will be reported at the next Transportation Committee meeting.” Committee Member James clarified for staff and the other Committee Members “where I’m coming from” on the issue, mentioning his experiences as a Crossing Guard for the City. Mr. James then presented his revised motion. Committee Member Fugate seconded and the vote was 3-0-0 in favor. Mr. Ryan indicated the studies would be completed this fall and presented at the November 2011 meeting. There was no discussion related to revising the Crossing Guard criteria, so Engineering will continue to utilize the existing policy guidelines. E.
