ADVERTISEMENT FOR BIDS
PUBLIC WORKS BID SCHEDULE “E” – 2011
The City of Janesville, Wisconsin hereby gives notice that it will receive sealed bids for the
following listed Public Work:
C2011-17 Sanitary Sewer Lateral Lining
– For furnishing all the labor, materials, equipment,
and doing all the work necessary for the lining of approximately 40 sanitary sewer
lateral connections (4”-6” diameter) on 8”-10” diameter sewer mains under existing
paved streets. One DVD will be mailed to general contractors upon request. (Quest
Project #1703354)
C2011-18 Variable Frequency Drive Upgrades
– For furnishing all the labor, materials,
equipment, and doing all the work necessary for the installation of 17 variable
frequency drives and associated controls at Pumping Stations 10, 5, 12, 4, 14, and 7.
Work includes installation of equipment within existing motor control center
structures for well and booster pumps at each site. (Quest Project #1673189)
The Base Bid includes work at Pumping Stations 12, 4, 14, and 7. Pumping Stations
10 and 5 may be added by additive Bid Alternatives based on available funding.
Similarly, Pumping Stations 12 and 4 may be removed from the project by deductive
Bid Alternatives if adequate funding is not available.
The plans and specifications for this contract were prepared for the City of Janesville
by Strand Associates Inc., 910 W. Wingra Drive, Madison, WI. Technical questions

C2011-19 Sanitary Sewer Repair
– For furnishing all the labor, materials, equipment, and
doing all the work necessary for the excavated repair/replacement and associated
street restoration of approximately 15 point repairs on existing 8” sanitary sewer and

C2011-20 Monterey Dam Earthen Embankment
– For furnishing all labor, materials,
equipment, and doing all of the work necessary for the construction of an
approximately 180 L.F. water retaining dam structure on an impoundment adjacent to

the Rock River. The project includes approximately 600 C.Y. of excavation and
gravel backfill; 1,600 C.Y. of rock fill; 9,500 S.F. of vinyl sheet piling; and other items
including steel walers, tie rod anchors, and timber cap. (Quest Project #1703743)

.All bids shall be addressed to the City Clerk’s Office, City of Janesville
Municipal Building, 18 North Jackson Street, P.O. Box 5005, Janesville, Wisconsin, 53547, and
enclosed in a SEALED ENVELOPE, marked with the name and address of the bidder and contract
title for which the bid is being submitted. All bidders shall bid in accordance with, and shall bid
upon, the bid forms included in the Contract Documents. Bids will be opened in the Council
Chambers at 2:01 P.M. on the same date. The above Public Work will be let to the lowest
responsible bidder and must be performed in accordance with the plans, specifications, and
contracts on file with the City Clerk.
No bid will be read or considered unless accompanied by a certified check equal to 10 percent of
the bid or a bid bond in equal amount, payable to the City as guaranty that if the bid is accepted,
the bidder will execute and file the proper contract and performance bond within ten days from the
date the lowest responsible bidder's bid is accepted. In case the bidder fails to execute such
contract and performance bond within the time set by the City, the check or bid bond shall be
forfeited to the City as liquidated damages.

The wage scales to be paid on these projects are included in the Contract Documents, as well as
on file in the City Clerk’s Office, and all work is subject to Section 66.293 of Wisconsin’s Statutes.

Forms are located in the Contract bidding documents and also available at www.ci.janesville.wi.us
(Documents & Maps; Document Library; Select a Department; Engineering; Bidder Proof of
Responsibility). Forms shall show sufficient financial ability, equipment, and experience to perform
the Contract. The City’s decision regarding qualifications shall be final.
Said work shall be commenced by, and shall be entirely completed by, the dates set in the proposal
for the specific work.
The determination of the lowest responsible bid will be decided by the City Engineer, subject to
review by the City Council. The Council reserves the right to reject any and all bids.
No bidder may withdraw his bid within 45 days after the actual date of the bid opening.
