City of Janesville Historic Commission Minutes August 8, 2011 th Community Development Conference Room 4 Floor 18 N. Jackson Street, Janesville, WI Present: Britten Grafft, Bob Kimball, Tim Maahs, James Dumke, Bruce Dennis, Susan Thompson, Stacie Thompson City Staff: Gale Price Absent: Guests: Dave Voegeli and Chuck Kohls 1.Call to Order: Bruce called the meeting to order at 5:17 PM 2.Comments from the Public: None. 3.Minutes of the July 25, 2011 regular meeting “C”: A motion was made by James Dumke and seconded by Susan Thompson to approve the consent agenda. Motion carried. 4.Certificate of Appropriateness 2011-06, Chuck Kohls a.Flat porch roof with trees overhead. Rolled roof repair and 1 column repair on East side in the middle. Kimball mentioned concern over brick pillars underneath that are out of plumb. Gale explained that Randy Fowler will expect the pier to be rebuilt because it is already listing. James Dumke expressed concern over not having a plan in place for all the work that is going to be done and not a lot of information has been given as to what materials are going to be used and to what extent. The owner and the contractor said that cosmetic repairs will be made out of cedar and painted to match what is existing. Everything will be painted when completed. A motion was made that the project be postponed until the applicants have more information by James Dumke and seconded by Tim Maahs. The motion passed. 5.Discussion of Downtown Historic Overlay Ordinance a.The plan commission has adopted the plan and map, but they couldn’t come to a conclusion about the ordinance. The same review rights would apply to downtown as it does currently to Court House Hill Historic District. There was an article in the Gazette from August 6, 2011 that was not favorable. The historic commission has been around for 22 years and only 3 out of 187 have had denials that went ahead and did what they wanted. Bruce suggests that our testimony be more sympathetic to the suggestion that we will entertain the idea of having a joint meeting with the plan commission and coming back to the city council with a recommendation. 6.Matters Not on the Agenda: None 7.Next meeting—August 22, 2011 8.Adjournment: A motion to adjourn was made at 6:43 PM by Tim Maahs and seconded by Susan Thompson.
