Approval of May 19, 2011 meeting minutes Please find attached the minutes from the May 19, 2011 meeting for the committee’s review and approval. Selection of recommended nominees for the following Boards, Commissions and Committees There is a vacancy on the Historic Commission. Please find attached a fact sheet. Also attached are the application forms for the individuals interested in serving. Individuals interested in serving on any committee are noted for your reference. Following any committee discussion, staff asks the committee recommend an applicant for nomination. Members may make a motion to nominate an applicant; once a second is received, a vote will be taken. A simple majority is needed (3 of 5 votes). Adjournment Record of Citizen Advisory Committee on Appointments May 19, 2011 Page 1 Meeting of the City of Janesville Citizen Advisory Committee on Appointments held in the Municipal Building first floor conference room on May 19, 2011. Committee Members Present: Ron Combs, Judith Detert-Moriarty, Ed Pulliam, David Riemer, Larry Squire and Mary Willmer-Sheedy Staff Present: Eric Levitt and Rebecca Smith Agenda Items Roll Call The meeting began at approximately 2:34PM with Combs, Detert-Moriarty, Pulliam, Riemer, Squire and Willmer-Sheedy present. Introduction of New Committee Member Everyone welcomed Ed Pulliam to the committee and he introduced himself to the group. Selection of Committee Chair Combs motioned Mary Willmer-Sheedy as Chair of the Citizen Advisory Committee on Appointments. Squire seconded the motion and the vote was 5-0-0 in favor. Approval of March 18, 2011 meeting minutes Detert-Moriarty motioned approval of the minutes. Combs seconded the motion and the vote was 5-0- 0 in favor. Selection of recommended nominees for the following Boards, Commissions and Committees: Plan Commission Following committee discussion, Squire motioned to recommend Dave Siker fill the voting member vacancy (three year term). Combs seconded the motion and the vote was 5-0-0 in favor. After further discussion, Combs motioned to recommend Robert Consigny fill the voting member vacancy (one year term). Squire seconded the motion and the vote was 5-0-0 in favor. Discussion and Possible Action on Volunteer Application Changes Smith requested the Committee consider removing the ‘any committee’ option from the application form. Citizens would still be able to volunteer to serve on any or all of the city’s standing committees. Removing the “any committee” box would require the volunteer to actively review each committee option and actively select the ones he or she is interested in. The consensus of the Committee was to remove the ‘any committee’ option from the application. The group also decided that they wish to no longer receive paper packets of the agenda materials; instead, they wish to receive an email with PDF files. The meeting adjourned at approximately 2:59 PM. These minutes are not official until approved by the Citizen Advisory Committee on Appointments. Rebecca Smith, Management Assistant Page 1 Fact Sheet for Historic Commission Purpose The Commission reviews National Register nominations and promotes historic preservation awareness. The Commission also makes recommendations to the common council, and establishes guidelines and develops criteria for construction, alteration, or demolition of improvements within a historic district. The following duties and responsibilities are taken from chapter 18.36.070 section c.ii. titled “Powers, Duties and Responsibilities of the Historic Commission.” The historic commission shall have: 1. To make recommendations to the common council that certain areas be designated as historic districts; 2. To develop an historic overlay district plan for each district designated; 3. To establish guidelines and develop criteria for construction, alteration, or demolition of improvements within an historic district; 4. To determine an appropriate system of markers of designated historic districts; 5. To advise and assist owners, occupants or persons in charge of improvements in an historic district regarding physical and financial aspects of preservation, renovation, rehabilitation and reuse; 6. To review any applications for a certificate of appropriateness and to require the presentation of such plans, drawings, elevations and other information as may be reasonably necessary for such review; 7. To grant or deny a certificate of appropriateness to any applicant; 8. To issue a statement of waiver when required by this section; 9. To obtain certification of this ordinance title with the State Preservation Officer and with the Secretary of the United States Department of the Interior, in order to permit historic structures to qualify under this title for applicable benefits under the Tax Reform Act of 1976; 10. To develop and implement rules of procedure for hearings and meetings convened by the historic commission; 11. To promote community education, interest and support for preservation and enhancement of such historic districts.
