MEMORANDUM
TO: Library Board

RE: New Library Board Policy – Fundraisers/Financial Gain/Alcohol use

At the April 19 Library Board meeting an idea was brought up that the library may want
to draft a policy regarding future fundraisers held at the library that may/may not include
alcohol. At the latest Management Team meeting we discussed a few issues that we felt
should probably be covered in this policy.
At this time we have identified these items for inclusion in the policy:
-Friends and Groundfloor Coffeeshop activities – a blanket statement that allows
financial gain/fundraising activities by these entities (due to the nature of their
purpose here at the library).
-Events that require admission would have to be approved by the Library Board.
-For events that may want to offer alcohol the following needs to occur:
A non-profit organization, such as the Friends of the Library, would have

to apply for a temporary alcohol license through the City of Janesville.
The organization would have to meet any/all requirements of the license,
o
including having a licensed bartender on site during the event.
Alcohol may only be included at events that occur after normal library
o
hours
Alcohol may only be allowed at events that are organized for adults.
o
-For events of this nature library staff must be present at the time of the event, and
should be included on the organizing committee.
During the board meeting we can discuss this partial list and include additional ideas and
comments. After discussion we should have enough information available to draft a
st
proposed policy for review at the June 21 Library Board meeting.
