City of Janesville Historic Commission Minutes March 28, 2011 th Community Development Conference Room 4 Floor 18 N. Jackson Street, Janesville, WI Present: Dan Atwood, Bruce Dennis, Britten Grafft, Susan Thompson, Gale Price, Tim Maahs Absent: Janine Peterson, Bob Kimball 1.Call to order. Dan Atwood called the meeting to order at 5:17 pm 2.Comments from the Public: None 3.Minutes of the March 14, 2011 Regular Meeting “C”: A motion was made by Susan Thompson , seconded by Tim Maahs to approve the consent agenda with corrections. Motion carried. 4.Discussion of the April 13, 2011 DDA Town Hall Meeting. Dan Atwood stated that there was no discussion necessary. Tim Maahs informed commission that he will not be able to participate in the April 13 meeting. th 5.Nomination forms for the May Workshop: Dan Atwood requested that we extend the deadline. Gale Price outlined that there would be ample time to do so and recommended an extension to the 18 of April, allowing data to be included with our th meeting packet prior to the April 25 Historic Commission meeting. Dan Atwood had th grammatical changes to the nomination forms and will direct those to Tera Barnett directly to have the website updated. Discussion moved to the draft designs that were provided to the group. Everyone really liked them. We clarified that this is for the 2010 Calendar year, so an adjustment would be made to the header. Gale Price is going to see if it is appropriate to have the City Manager sign along with the Historic Commission Chair. All liked the idea of having the City Seal added to the document. Bruce Dennis made a motion to extend the date for nominations, second by Tim Maahs, motion carried. 6.Report on Contacts for May Expo: Dan Atwood informed everyone that Beneficial Insulation was back on the docket for a booth. They requested close to the Main Street entrance for both sound and ease of moving their equipment. Michael Bolster will be presenting a short program on porches, and then open up the discussion in more of a Q&A format. Terrill Remodeling has been added as a exhibitor. Jackie Wood will be present at our April 11 meeting to work with the commission to finalize space/layout in th the Old Towne Mall for the expo. Tim Maahs will follow up with Jackie Wood to determine when the Mall would be open for exhibitors to set up. Britten Grafft stated that she was still unable to reach the Sutterlins to determine if they would like to participate. The following is the schedule as agreed to by the Commission: 8:30 am – Expo opens to the public 9:00 am – Opening Remarks delivered by Historic Commission Chair (Back Stairwell) 9:15 am - Prairie Craftsman Presentation – lower mall 10:00 am – break 10:15 am - Michael Bolster – lower mall 11:00 am – break 11:15 am – Adlers – lower mall 12:00 pm – break 12:15 pm - Citizens for Preservation (Rich Fletcher Group) lower mall 1:00 pm – Expo closes for this year. 7.Discussion regarding rooftop solar panels in a historic district. Gale Price stated that the installation of solar panels require building permits because of the extra weight that they put on the roof of any building. Gale Price stated that the Historic Commission should be studying this in preparation for future requests. Susan Thompson inquired if we knew what the State Historical groups position was as related to the installation of the panels on historic properties. Gale Price requested that we investigate this and bring this to our next meeting. Gale Price stated that we have to balance what we can recommend as to not burden the requestor with excessive costs. 8.Matters not on the agenda: Commission requested an update from Gale Price on the status of the Lovejoy mansion. Gale Price stated that it has become public knowledge that the property owner has recently filed for bankruptcy which has the potential to make any progress for reversing damage done to date a much more complicated process from the City’s perspective. Dan Atwood provided a newspaper clipping that states that the property will be sold at Sherriff’s sale on May 4, 2011. th 9.Next meeting – April 11, 2011 10.Adjournment: a motion was made by Bruce Dennis and seconded by Susan Thompson to adjourn the meeting at 6:26 pm. Motion carried.
