Action on a Proposed Resolution Authorizing the City Manager to Execute a Lease with the American Legion Baseball of Janesville, WI for the Operation of a portion of Riverside Park (File

Background American Legion baseball has taken place at Riverside Park since the 1960s No City funding available to maintain Veteran’s Field Legion desires to lease the facility
so they may continue to play games at the Field
Contract Terms Term is for 1 year, with option to renew annually for 5 years Legion responsible for tasks associated with playing games at the field, while City responsible for grass
mowing Legion continues to offer concessions Legion could advertise on the fencing
Recommendation Staff recommends the City Council adopt File Resolution #2011-779 to authorize the City Manager to execute an operating lease with the American Legion for a portion
of Riverside Park.

Sidewalk Snow Removal Regulations and Procedures Department of Public Works March 14, 2011
Authority to Clear Snow From Sidewalks State Statute 66.0907 (5) requires a city clear snow from sidewalks where an abutting property owner or tenant has failed to do so State Statute
also allows a city to pass along associated costs to the property owner There are no Statutory time frames indicating how quickly snow must be cleared
Authority to Clear Snow From Sidewalks City Ordinance 12.08.080 requires snow be cleared from sidewalks within 12 hours after a snow event
Current Procedures Reactive – relies primarily on complaints Inspections directed at specific complaint location and surrounding sidewalks Where there is non-compliance, personal
contact is attempted and a door-hanger is handed to the occupant or left on the door
Current Procedures Property owner/tenant is given 24 hours from time of notification to clear sidewalks If non-compliance is observed upon reinspection, a City crew or its contractor
will clear the sidewalk Procedures remain the same for repeat instances of non-compliance
Procedures in Peer Cities (16) 12 cities respond on a complaint-basis only 4 cities do some form of proactive inspection 12 cities utilize door-hangers for notification and informational
purposes 3 cities mail non-compliance notices to property owners
Procedures in Peer Cities (16) 12 cities use picture documentation when city crew or its contractor clear the sidewalk 5 cities implement inspection fees 3 cities implement administrative
fees 4 cities issue citations
