ROLL CALL Members Present: Backenkeller, Bishop, Douglas, Hyzer, Perrotto, Rollette, Members Absent: Conley Staff Present: Hulick II. APPROVAL OF MINUTES “C” III. PUBLIC COMMENT Neil Deupree – 419 S. Franklin – Deupree wanted to invite everyone to join the new League of Women Voters book discussion of Aldo Leopold’s A Sand County Almanac and to visit Wisconsin’s Interfaith Power & Life which connects local congregations with conservation. Deupree also wanted to thank SJC Members Al Hulick and Alison Rollette for participating in the League of Women Voters Sustainability Discussion. IV. CONSIDERATION OF COMMENDATIONS None V. SUBCOMMITEE UPDATES a.Green Action Plan subcommittee update (Rolette, Backenkeller) The Committee discussed having Steve Hiniker from 1,000 Friends to discuss the Green Tier Communities. It was suggested by the Committee that we invite the City Council, respective City Staff, Plan Commission members, and other civic leaders who may be interested in partnering or joining in the Green Tier effort. The Committee tentatively wanted to schedule the presentation for the March 15 regular SJC meeting. However, this date was tentative th pending Council involvement. b.RAH Program subcommittee update (Backenkeller) Committee member Backenkeller provided an update on a number of items related to the RAH program including SJC Recycling Stickers, Rock Disposal’s collection of Nos. 1-7 recyclables, and the potential for a Business Recycling Program to be created with the local haulers. c.Award Program subcommittee update (Bishop) Committee member Bishop provided an update on the Sustainable Award plaque and indicated that Brodie Trophy would need a week or two lead-time to prepare the plaques. The following schedule was established for the Awards program: March 31 (application deadline), April 6 (Committee Review), stth April 19 (Committee Decision), April 25 (Award Presentation at thth City Council). d.Solid Waste Alternatives subcommittee update (Backenkeller) Committee member Backenkeller provided an update to the City Council’s solid waste decisions and provided the varying tipping fees from the City of Janesville Landfill ($43 per ton) versus Dane County’s ($45.60). VI. OLD BUSINESS None VII. NEW BUSINESS a."Locally owned and operated" business listing (Backenkeller) Committee member Backenkeller suggested the idea of creating a locally owned business listing. A brief discussion ensued regarding the scope of this project and its potential implications. Chairperson Swanson indicated that he did not feel this project was within the Committee purview due to the Committee’s inability to effectively gauge how “local” a company truly was (i.e. where products and merchandise are shipped from). b.Natural Step Discussion - proposal to read and review Natural Step over several meetings (Swanson) Chairperson Swanson suggested that the Committee undertake a Natural Step Study circle of its own. This study circle would consist of the Committee reviewing a portion of the Natural Step text at each of their upcoming meetings. Committee member Rollette volunteered to lead this effort. VIII. CITY STAFF UPDATE (Hulick) – Hulick provided an update a.Paint Your City Green Award Program on the City’s Paint Your City Green Award effort which was approved by the City Council at their February 17 meeting. th – Councilmember Perrotto discussed the IX. CITY COUNCIL UPDATE (Perotto) Council’s action on the proposed Ice Arena improvements. The City Council will be reviewing two options for the Ice Arena improvements once design has been completed. X. MATTERS NOT ON THE AGENDA Chairperson Swanson suggested that the Committee look into creating a Public Awareness subcommittee to focus on educational and innovative ideas that the Committee could be highlighting or participating in. The Committee discussed several options for this Committee and how it would be administered. Suggestions were made that Committee members Hyzer, Backenkeller, and Conley work on this Committee. Committee member Backenkeller suggested that members attend the next Mega Dairy meeting scheduled for February 17. th Committee member Douglas introduced the Committee to a book entitled Citizen Engineer written by his son David Douglas. This text examines how and why the world of engineering has changed, and provides practical advice to help engineers of all types master the new era and start thinking like Citizen Engineers. Committee member Douglas also invited the Committee to attend the Wisconsin Energy Institute on February 24th put on by the University of Wisconsin. XI.
