Current System of Regulation  Janesville Police Department currently regulates numerous stores within our corporate city limits.  There are multiple, unorganized methods of reporting transactions.  The current system of regulation is difficult to manage and is labor intensive.  The efficiency of the police department is compromised under our current system. Snapshot of Current System Paperwork  This photo represents our first year, 2006, of organized regulation of three major stores in our city. The Regulation Area of the Police Department  The next slide shows where the current slips are kept in the police department.  One month of paperwork is shown.  There are statutes that dictate these records be kept for seven years which presents storage considerations for the records. How we process the information  Paperwork from stores is processed at the police department into a software program.  The current system requires extensive labor for entry.  The current system is difficult to keep up to date.  Manual checking of transactions to stolen property lists.  Not all law enforcement agencies have access to our “homegrown” system of recordkeeping. A Better System for Regulation APS & Leads-on-Line  APS is a system created by the Minneapolis Police Department.  There are costs associated with APS both to the police departments and to the store owners.  Leads-on-Line is another system used by police departments and it is based in Dallas, Texas.  There are high costs to Leads-on-Line.  NEWPRS is free to law enforcement and stores. NEWPRS  NEWPRS=Northeast Wisconsin Property Recovery System.  Created by the Green Bay Police Department .  The system is operated on a secure based web-site.  There are no costs associated with NEWPRS.  The system is FREE for both police departments and stores.  The only requirement to stores is that they have an internet connection. Advantages of a Computer Based System NEWPRS  Reduction of labor costs to the Janesville Police Department.  Reduction of supply costs to the Janesville Police Department.  Searching for property will be enhanced.  All law enforcement agencies can search NEWPRS free of charge.  Stores will be able to conduct all transactions via computer-no more hand writing slips.  Stores will no longer need to have paperwork mailed to our department or picked up in person by a police officer. Reason for Amending JGO 5.52  Amendments will require stores to report transactions to the police department daily on a computer based system.  The amendments will enable the police department to become more efficient.  The changes to the ordinance will aid our police department and other law enforcement agencies in solving crimes.  The amendments to the ordinance would cost nothing to the City of Janesville.  The amendments will cause change to private business' operations but at minimal impact. Action on a Proposed Resolution Authorizing the City Manager to Execute a Concessionaire Contract with the Friends of Traxler Park (File Resolution #2011-769) City Manager’s Office February 28, 2011 Background  Traxler Friends have operated land rink and concessions since 2000  Offer free skating to Janesville community  Made many improvements to Warming House and land rink operations over the years  Fund improvements by selling concessions during open skating Contract Terms  Term is for 5 winter seasons  Friends solely responsible for concession operations  Friends shall invest all net proceeds from the concessions into the ice skating operation, Warming House building or surrounding facilities/area  Lease solidifies the existing operational situation in writing Recommendation  Staff recommends the City Council adopt File Resolution 2011-769 to authorize the City Manager to execute a Concessionaire Contract with the Friends of Traxler Park for their land rink operations at the Traxler Park Warming House. (File Resolution No. 2011-771) City Manager’s Office February 28, 2011 Background  Councilmembers Brunner, Rashkin & McDonald requested a resolution in support of moving the spring elections to the fall  Moving the elections to fall would likely save some money and will also increase voter participation for non-partisan elections  Constitutional amendment needed to move the elections  Pass 2 consecutive legislative sessions  Pass a statewide referendum Follow Up  If Council approves this resolution staff will follow up with a letter informing our state legislative delegation of the Council’s opinion on this issue.
