MEMORANDUM
TO: Library Board

RE: Library Board Policy A101 Meeting Rooms
Library Board Policy A101 pertains to the use of the Public Meeting Room and the
Group Study Room. While reviewing this policy, Mary Buelow and her staff discussed
several issues that they have encountered and proposed making some changes. Mary
began the process of looking through the policy, and incorporated some of the topics
discussed in “The Library’s Legal Answer Book”, written by Mary Minow and Tomas
Lipinski. Dr. Lipinski had previously led a discussion on confidentiality and other
privacy issues here at Hedberg Public Library.
In drafting the policy we asked City Attorney Wald Klimczyk for his comments, and he
provided us with some additional information from a November 2010 Comment :
“Regulating Public Access to Government-Owned Property and Developing Meeting
Room Use Policies in Wisconsin,” by Claire Silverman, Legal Counsel. Using these
sources as a guide we reorganized the policy, included a disclaimer statement and listed
the conditions of use for each room. The policy also allows all types of free speech
activities to occur, provided the room’s users follow the room policies. City Attorney
Klimczyk has looked over the policy and has given his approval.
In your board packet I have included the current policy as well as the final proposed
policy, dated December 2010.
