Adjournment CITY MANAGER’S OFFICE MEMORANDUM January 7, 2011 TO: Citizens Advisory Committee on Appointments FROM: Rebecca Smith, Management Assistant SUBJECT: January 26, 2011 Meeting Please find below a portion of the items comprising the meeting agenda with additional information provided. Approval of December 8, 2010 meeting minutes Please find attached the minutes of the last meeting for the committee’s review and approval. Selection of recommended nominees for the following Boards, Commissions and Committees There is one vacancy on the Plan Commission. Please find attached a fact sheet for this commission. Also attached are the application forms for the individuals interested in serving. Individuals interested in serving on any committee are noted for your reference. Following any committee discussion, staff asks the committee recommend an applicant for nomination. Members may make a motion to nominate an applicant; once a second is received, a vote will be taken. A simple majority is needed (3 of 5 votes). Follow up from December 8 Meeting In an effort to get more individuals to volunteer and to increase the diversity of the applicants, as discussed at the December 8 meeting, staff created a flyer about the vacancy, as attached. The poster was displayed at the library and also shared with the Neighborhood Action Team. Staff also contacted representatives of the Latino Service providers group, the League of Women Voters and the Diversity Action Team to ask them to share information about the vacancy with their membership. The flyer was in addition to writing a press release and placing info to the city website about the vacancy. Set date for next meeting Staff asks the committee bring their calendars to this meeting to assist with scheduling the next meeting. The next meeting will be to review vacancies as part of the annual appointment process. Staff would like to have the next meeting scheduled for March 18, 21 or 22 . Committee Members Present: Ron Combs, Judith Detert-Moriarty, David Riemer, and Mary Willmer- Sheedy Committee Members Absent: Shena Kohler and Larry Squire Staff Present: Rebecca Smith, Eric Levitt Agenda Items Roll Call The meeting began at approximately 1:56PM with Combs, Detert-Moriarty, Riemer and Willmer- Sheedy present. Approval of October 7, 2010 meeting minutes Riemer motioned approval of the minutes. Combs seconded the motion and the vote was 4-0-0 in favor. Selection of recommended nominees for the following Boards, Commissions and Committees: Sustainable Janesville Committee As the Committee discussed the various candidates the Committee questioned whether non- residents can serve on city committees. Smith explained that traditionally and historically only city residents have served on committees; however, there is no official ordinance or policy on the subject of residency. The Committee asked staff to follow up with the City Council to obtain a policy statement regarding residency so that the Committee can be clear on whether they should examine non-resident applications. Following committee discussion, Combs motioned to recommend Sue Conley fill the voting member vacancy. Riemer seconded the motion and the vote was 4-0-0 in favor. Following committee discussion, Detert- Moriarty motioned to recommend Robert Douglas fill the voting member vacancy. Combs seconded the motion and the vote was 4-0-0 in favor. Riemer motioned to recommend Amy Reimer-Ullom if Sue Conley or Robert Douglas are not able to accept the appointment. Detert- Moriarty seconded the motion and the vote was 4-0-0 in favor. Discussion regarding diversity of committees Eric Levitt shared that he was asked by a member of a different city committee what actions the Citizen Advisory Committee on Appointments can take to diversify all of Janesville’s committees. As this topic was discussed, the committee through consensus decided that when the City advertises vacancies, staff should get information to the library and to organizations that deal with either interest or ethnic diversity as a way encourage citizens from throughout the community to volunteer to serve on a city committee. Record of Citizen Advisory Committee on Appointments December 8, 2010 Page 2 Willmer-Sheedy suggested staff and committee members go on the local radio show to share information about city committees and how to apply for a committee each spring. The meeting was adjourned at approximately 2:35PM. These minutes are not official until approved by the Citizen Advisory Committee on Appointments.
