The State and Federal Grants budget includes $18,000 funding for the Downtown Development Alliance. $0 Total Expenditure Changes for Other Budgets -$44,462 CITY OF JANESVILLE City Council Meeting November 8, 2010 Resolution approving the 2011 Annual Action Plan for the CDBG Program and HOME Consortium Janesville Neighborhood Services November 8, 2010 Introduction Each year, the Janesville Community Development Authority and the City Council prepare and approve an Annual Action Plan for the use of CDBG and HOME Investment Partnership funds. Top 3 Priorities  To create affordable, quality, housing stock for low to moderate income families  To improve the existing housing stock  To increase homeownership opportunities Community Development Priorities  Healthcare  Job Training and Employment Services  Rent Assistance  Self-Sufficiency Programs (medium priority)  Youth Services (medium priority) CDBG Funds The Primary objective is to promote the revitalization of Janesville’s central city neighborhoods and downtown, resulting in vibrant and healthy residential areas with affordable housing. CDBG Funds  Increasing home ownership  Promotion of maintenance and rehabilitation of existing housing  Enforcement of housing and nuisance codes  Elimination of slum and blight  Efficient and effective program admin. HOME Investment Partnership Funds The primary objective for the use of HOME funds is to provide decent housing. HOME Investment Partnership Funds  Rehabilitation of owner-occupied units Rehabilitation of renter-occupied units  Down payment and closing cost assistance loans to first-time homebuyers Available Funding  $762,000 CDBG  $678,000 Neighborhood Stabilization  $440,000 HOME  Including new grants, program income, and the use of prior year’s grants. Recommendation City Staff recommends the City Council support a motion to approve Resolution 2010-735 approving the 2011 Annual Action Plan for the CDBG and Rock County HOME Consortium Submission. Please contact the Neighborhood Services Department. 755-3065 www.ci.janesville.wi.us CITY OF JANESVILLE City Council Meeting November 8, 2010 Update on Rock County PACE Program R2 B3 1720 Sign Location R2 B3 1720 Sign Location Update on Rock County PACE Program Program Status with Ad Hoc Committee:  Parcels located within ¾ mile boundary from City limits remain ineligible for PACE.  All parcels located beyond purple (3/4 mile boundary) but within Urban Reserve and ETJ are eligible for PACE Program.  PACE Application process allows for City review and comment on potential acquisitions in Urban Reserve and ETJ.  Currently, parcels adjoining the Avalon Road interchange remain eligible for purchase of development rights.
