Minutes of the September 13, 2010 Regular Meeting “C”:
3. A motion was made by Susan
Thompson, and seconded by Tim Maahs to approve the consent agenda. Motion approved.
Review of Certificate of Appropriateness 2010-10, 805 East Milwaukee Street

(Dennis/Peterson):
Cynthia Collins, property owner; Robert Schultz, and Shea Schultz attended
the meeting to discuss the project with the Commission. Susan provided background information
on the house and presented the project to repair and replace the rotted front porch decking and
original fluted columns and/or Corinthian caps. She stated the porch had been repaired in the past.
The carpet on the porch caused rotting and a tree fell on the porch several years ago. There was
significant discussion about the porch columns. The intent is to keep the integrity of the historic
home by repairing first, replacing second. The plan is to replace the two front columns by the stairs
with two of the side porch columns; purchase two new columns from Menards to place on the side.
The columns are fluted and difficult to match. One of the columns next to the front steps appears to
be split. In addition, the bases on the columns are in poor shape. The belief is the round base is
wood and the square base below it fiberglass. There will be supporting work done for the columns.
The front steps have been removed because they were soft and spongy. They will use original
tongue and groove wood to replace. The railings for the porch are in good condition and will be
repaired and refurbished to place back on the porch. The old stringers will be used as a guide to
build new ones. There was a recommendation to use treated wood for the stringers. 2x6 blocks will
be used under the columns on top of the cement blocks to support the columns under the porch.
Bruce Dennis provided many suggestions to the owners for the project and was happy to hear of the
plans to keep the integrity of the porch and columns as well as the entire project. Janine Peterson
stated she was happy with the progress and plans.
A motion was made by Tim Maahs and seconded by Susan Thompson to approve a certificate of
appropriateness with conditions since the original plans submitted did not comply fully with the
Secretary’s Standards. The conditions include:
Try to salvage current columns – move the best columns to the front (side columns to front)
If the current columns cannot be salvaged replace with the same style taper again moving
the side to the front
If the column cannot be replaced with the same style taper the commission approves using a
straight tapered, same diameter column to fit the cap.
Make certain the four front columns are the same.
The motion was approved.
Matters Not on the Agenda:

a.Jackie Wood, Dan and Karen Atwood attended the Sheriff’s sale at the Court House for the
Lovejoy home. The sale had been cancelled but they wanted to see how the process works.
b.Tim Maahs and Dan Atwood will assist Jackie Wood with certificate distribution to homes
in the Court House Hill Historic District.
c.Dan has not heard anything from The Janesville Gazette related to the articles.
d.Gale Price stated the owner of the Lovejoy home indicated he was working with another
lender out of Madison.
e.Gale stated the pool of potential Historic Commission members was reasonable and the
committee was forwarding a recommendation to the City Council for appointment. The two
potential members are Britton Graft and Bob Kimball. The item is on the City Council
Agenda for tonight. Janine Peterson asked Gale to research the criteria the Committee
Appointment uses when identifying a potential member.

6.Monday, October 25, 2010. Tim Maahs and Susan Thompson will not be able to
make the meeting.

meeting at 6:23 pm. Motion carried.
