Action on a proposed resolution awarding $6,765,000 in General Obligation Promissory Notes, Series 2010-A, and $1,055,000 in taxable General Obligation Promissory Notes, Series 2010-B, of the City of Janesville, Wisconsin, establishing interest rates thereon and levying taxes therefor. Consideration of a motion to convene into closed session, pursuant to Wisconsin Statute Section 19.85(1)(e), for the purpose of deliberating upon and setting the bargaining and negotiating strategies, terms, and conditions for: (1) the potential purchase of 440 North Pearl Street for demolition, and (2) a potential TIF #32 development agreement, since competitive and/or bargaining reasons require a closed session. The use of audible cell phone ringers and active use and response to cellular phone technology by the governing body, staff and members of the public is discouraged in the Council Chambers while the Council is in session.
