SUBJECT: Agenda Item 5B: Single Purpose Audit of Federal and State
Programs for Year Ending December 31, 2009.
Annually, the City completes an audit of the federal and state grants that it
receives. This is sometimes called the “Single Purpose Audit” because it is one
audit covering all of the state and federal grants instead of a separate audit for
each grant program.
This report covers a number of programs such as transportation and transit, as
well as those implemented by the Neighborhood Services Department. Because
the majority of federal funds received by the City come from the U.S. Department
of Housing and Urban Development (HUD) including Section 8 Rent Assistance,
Community Development Block Grant Program, and HOME program, HUD is the
cognizant federal agency which has to approve the audit. HUD has been sent a
copy of this audit for their review.
The audit includes an evaluation as to whether the City has complied with all of
the federal and state rules and regulations relating to the grants. The 2009 report
includes no findings for any of the federal or state programs reviewed.
Enclosed is a copy of the “Report on Federal and State Awards for the Year
Ending December 31, 2009.” The report is for informational purposes only and
no action by the CDA is required. CDA members who do not wish to keep the
audit report may return it to staff for reuse.
