#6b Community Development Block Grant Funding Allocations NEIGHBORHOOD SERVICES MEMORANDUM October 1, 2010 TO: City Council FROM: Jennifer Petruzzello, Neighborhood Services Director SUBJECT: Budget Support Materials - Requests for CDBG & HOME Funding by Community Groups & Public Service Activity Allocation. Each year, the Community Development Authority (CDA) facilitates a planning process to establish the City’s priorities for housing and community development, and identify how grant funds, including Community Development Block Grants (CDBG) and HOME Investment Partnership funds will be used. The CDA’s planning process involved an initial public hearing to seek input on community needs, the solicitation of proposals from non-profit agencies, a preliminary allocation of grants and a second public hearing regarding the The CDA has identified: Creating affordable, quality proposed budget. housing stock for low to moderate income households, improving the existing housing stock and increasing homeownership opportunities as their top three housing priorities. The CDA has identified: Healthcare, Job training or employment services, and rent assistance as the top three public service priorities. Self sufficiency programs and youth services were given a medium priority. Funding proposals were solicited from non-profit agencies and city sponsored efforts for projects which address the CDA priorities. A total of $260,100 in CDBG public service funding and $80,000 in other CDBG funding was requested. A total of $60,165 in HOME funding was requested. The amount of funding that can be expended on public service activities in any 1 year is “capped” by the CDBG regulations. It is estimated that the cap on expenditures for public service activities will be $105,000 in 2011. The CDA recommends that the City Council approve the 2011 State and Federal Grant’s Budget and the allocation of CDBG and HOME program funds, including the allocation of $168,000, which includes a total of $105,000 in pubic service activities and $63,000 in other eligible activities.
