#8a Proposed 2011 Recreation Fees LEISURE SERVICES DEPARTMENT MEMORANDUM October 6, 2010 MEMO TO: Jacob Winzenz, Director of Administrative Services MEMO FROM: Bonnie Davis, Recreation Director SUBJECT: Proposed 2011 Recreation Fees ______________________________________________________________ The attached table identifies proposed 2011 recreation fees for your review and approval. The table provides a three year history of past fee changes. Fee bold changes for 2011 are listed in print. The following bullets highlight some of the more significant changes or additions: Some fees are increasing at our athletic facilities in an effort to  recover more of our costs. We have increased reservation fees as well as fees specifically related to costs, i.e., lights at Dawson. All adult athletic leagues are being raised with the exception of  basketball. The softball program league fee is being raised significantly. To soften the increase we have eliminated fees associated with forfeits and non residents. League fees are very reasonable if they are spread out among players. All players play 12 weeks/games. The high cost for the full season would be $55 and the low cost $28. Volleyball fees have also increased and again, there will be no non-resident fee. Kickball will also increase, with the elimination of the non- resident fee. Youth camp fees continue to increase due to higher costs of the  program including transportation, supplies and staffing. The new fees are still extremely competitive. Rec Nite fees are increasing for the first time in five years.  Tennis class fees for youth increase slightly. This increase helps  cover costs for staffing and supplies Pavilion charges are increasing as we have added and repaired  amenities that result in better service for our users. The demand for pavilions increases annually. Rockport fees are increasing to help lower the high subsidy for  operating Rockport Pool. Noticeable changes have been completed in terms of mechanical systems, safety and aesthetics. In raising the fees we will continue to provide a swimming facility that is affordable for most residents of our community. Reduced and free passes are available. Ice Center public skate programs, rentals and other services are  increasing. Costs continue to rise in every area of operation. Again, the increases are an effort to generate revenue and lower the subsidy. A mandatory Senior Center membership of $25.00 will be  implemented in 2011. For the past two years we have requested individual, annual donations of $15.00. This method has not worked and we have not met our desired revenue goals. In addition to the membership fee there are small fees to be charged for classes that require paid instruction or, classes that require additional costs in materials and/or utilities. Revenue from the highlighted proposed fee increases is estimated to be $28,000. The Recreation Division is requesting approval of the proposed 2011 recreation fees. Piano is not available for functions unless a professional (hired) pianist is contracted. Fee to be determined. Large rooms based on 40 or more capacity. Small rooms include “Hearth” (capacity 15) and Conference Room (capacity 40), Craft Room (capacity 30) and Library (capacity 10) Full kitchen would include use of all appliances, coffee pots, and kitchen space. Additional time may be added to special event rentals at $30.00 per hour, regardless of room space. Partial kitchen usage is available and would cost $20.00. This would include the use of coffee pots, trays, punch bowls, and storage in the refrigerator. Page 8
