04-Suggested Capital Expenses SUGGESTED CAPITAL EXPENSES FOR THE JANESVILLE ICE SKATING CENTER thth After our site review and building assessment on April 25 and 26 of 2010, the following are the items Rink Management Services Corporation has identified as needing replacement in the future. The City of Janesville needs to address these items as capital expenses for the future. 1. The refrigeration package is 32 years old and is at the end of its designed operational life. This refrigeration system is not energy efficient and will continue to cost more money to operate as time continues. To remove and replace this equipment would cost between $500,000 and $800,000, depending on how far into the future it is purchased. 2. The bleacher system currently being utilized at the Janesville Ice Skating Center is original and is also at the end of its designed life. Depending on local codes, when it is purchased, and the style and number of new bleachers purchased, this could cost between $150,000 and $200,000 to replace. 3. During the inspection of the building, the city representative noticed that the roof had recently been repaired. Rink Management Services Corporation’s inspection showed that the flashing and gutter system have been compromised in several places. The stones attached to the tar/asphalt roof have been removed or have separated from the roof, exposing the black membrane under the stone. The roof should be evaluated to determine the remaining life expectancy so that water does not begin to damage the interior components of the structure. Cost for replacement or repair of the roof would be determined after a roofing professional is selected. 4. The skate rental room could be better utilized if skate rental racks were purchased and installed. In order to accommodate the rental skate inventory, these racks would cost about $5,000. These racks would allow more workspace, allow the rental skates to dry and air out, and would keep the blades from rusting. 5. The Janesville Ice Skating Center currently utilizes a 2002 Zamboni 552 electric ice resurfacer. After a review of the ice resurfacer, we would recommend a complete overhaul of the ice resurfacer within the next 2 years. The estimated cost would be in the range of $7500 - $10,000 including a battery pack replacement. With a proper preventative maintenance program in place, this machine should last 20-25 years.
