MEMORANDUM
TO: Library Board

RE: Board Policy A201 Borrowing Privileges
The library management team is recommending a change to Board Policy A201
Borrowing Privileges. Under the existing policy a parent or guardian does not need to be
present with a child under the age of 18 when receiving their first library card. Currently
a child may take the application home, have a parent or guardian sign the form, and then
bring the application back to the library in order to receive their card.
As a parent or guardian is held liable for materials checked out by a child we feel that a
parent or guardian should be present with the child when turning in an application for a
library card. The recommended change is language is identified below in bold type:

“In the case of children under the age of 18, a parent or guardian must
